Summary of the contracting process

Renfrewshire Council commissioned a school-based counselling service for children and young people from Primary 1 to S6, and where appropriate their parents. The service is intended to improve mental health, wellbeing and emotional resilience, including for children and young people who are affected, or at risk of being affected, by poor mental health. It covers primary, secondary and additional support needs (ASN) schools across Renfrewshire. The provider is expected to deliver counselling and preventative programmes, make the universal service accessible across the school estate, and respond flexibly to local need. This is a public-sector health and wellbeing service, classified under CPV 85312320 for counselling services, with one provider responsible for delivery.

The procurement has been completed following an open procedure for a single provider. The submission deadline and bid opening were 10 April 2026 at 12:00, and the award process began on that date. Health Is One Ltd was awarded the contract, with the award recorded against the sole lot. The estimated value was £763,000; the signed contract value is £761,800. The contract was signed on 8 July 2026 and runs from 1 October 2026 to 31 May 2027, with renewal possible. Evaluation included price and quality, including a complaints procedure criterion worth 2%; price was recorded as 20. Three electronic bids were received, all from SMEs. English submissions were required and variants were not allowed.

This procurement indicates demand from Renfrewshire Council for a provider able to deliver counselling and preventative mental-health programmes directly within schools. A credible future competitor would need practical experience supporting children and young people across both primary and secondary education, including additional support needs settings, and the ability to work appropriately with parents where required. The service model calls for broad accessibility across a school estate rather than a narrow referral service, so suppliers need sufficient trained staff, operational coordination and capacity to provide consistent delivery across Renfrewshire. Flexibility and responsiveness to local need are central requirements. Suppliers should also be able to demonstrate a clear, workable complaints procedure and manage electronic public-sector contracting and invoicing.
