Langstane Housing Association, working with Castlehill, Grampian, Angus and Albyn housing associations, established a professional services framework for construction consultancy. The framework has three completed lots: Architect Services, awarded to 12 suppliers for £1,282,000; Quantity Surveyors, awarded to seven suppliers for £2,060,000; and Structural Engineer Consultants, awarded to four suppliers for £336,000. Each contract is active and runs for 1,440 days, approximately four years. Up to 25 framework participants are allowed, and the associations may use the framework for requirements outside the original scope. Evaluation allocated 50 points to price and 15 to the method statement and project management.

This outcome shows sustained demand from five housing associations for multidisciplinary construction consultancy across a large Scottish operating area. A credible future competitor would need professional qualifications relevant to the chosen service, named staff with appropriate qualifications, and experience delivering similar housing, improvement, refurbishment, reconfiguration or new-build work. The selection approach required three relevant project examples per lot, with preference for experience covering both new-build and existing-stock programmes and an understanding of the practical challenges of working across the area. Financial capacity also matters: employers’ liability and public liability insurance of £10 million each, plus professional indemnity insurance of £5 million, were required, with higher cover possible for larger projects. Quality-focused project management and reliable electronic working would also be important.

The Associations are collaboratively awarding a framework of around consultants to assist with their plans over the next 4 years. Projects will vary from improvements and refurbishments to conversions and new builds. It is important that consultants are familiar with the geography of the areas covered by this framework and have resources nearby for site visits.. Quantities and values are estimates only and there is no guarantee to any future business on the Framework.

Quantity Surveyors

QS work is likely to relate to planned / cyclical maintenance programmes (kitchen & bathroom replacements, window replacements, heating upgrades, roof and render works etc) including preparation and issuing of tender documentation through PCS, or mini-competition, and assistance with administering works contracts. There will also be some New Build works through the framework.. Quantities and values are estimates only. There is no guarantee of the volume or value of work on this Framework.
