Summary of the contracting process

West Dunbartonshire Council is embarking on an open procedure procurement under the Light Touch Regime to establish the "Foundations for Change Flexible Framework for Additional Support Services" targeting adults aged 18 to 65. This initiative focuses on delivering a range of services addressing learning disabilities, autism, complex needs, physical disabilities, cognitive impairments, and mental health conditions. Scheduled to conclude its tendering period on 17th July 2026, the project encompasses an extensive value projection of £23,690,000 over 1,800 days, signifying a robust commitment to enhancing social services within West Dunbartonshire. Despite its current active status, the framework's flexible structure enables continuous entries throughout its term, fostering a competitive and adaptable procurement landscape.

This procurement provides considerable growth potential for businesses adept at delivering person-centred and outcomes-focused support services. Particularly, organisations with experience in health and social care, and those meeting the technical and financial criteria outlined, can benefit from a long-term partnership with the Council. The framework encourages the involvement of new providers, ensuring a dynamic environment for service delivery tailored to community needs. By participating, businesses can not only expand their operational footprints but also contribute to impactful social change within the region. Such a framework is well-suited for companies accustomed to working under Self Directed Support models and capable of offering services round-the-clock, which aligns with the strategic goals outlined within the procurement's community benefits scheme.
