Summary of the contracting process

West Dunbartonshire Council is planning a supported accommodation service for care-experienced young people. The service will combine housing with independent-living support in a property being developed in West Dunbartonshire for six to eight young people. It is intended to provide a nurturing, safe environment where residents can develop practical life skills and move towards adult life. The provider will support young people through transitions and changes, help them understand their rights and options, work with their personal networks and promote positive onward moves. Support must be available in-house 24 hours a day, 365 days a year, with outreach where needed. This is a social care and supported housing service, classified under CPV 85311000 for social work services with accommodation.

This procurement is at the planning stage: the council has stated an intention to procure and is seeking provider input before issuing an invitation to tender. It is currently described as one planned lot covering the accommodation and support service. A provider engagement event is planned for 4 September, from 1pm to 3pm, at Ballantine’s Meeting Room, HSCP Offices, 16 Church Street, Dumbarton. The council expects a subsequent notice to be published on 1 April 2027; this is an indicative date rather than a response deadline. The engagement is intended to help co-produce a resilient and reliable service. The procedure, evaluation basis and contract value will be established as the procurement develops.

The service will suit experienced supported accommodation, social care and youth support providers able to work with young people who have care experience and additional vulnerabilities. Relevant organisations should be able to provide reliable in-house cover continuously throughout the year, while also delivering flexible outreach. The work calls for relationship-focused practice that recognises individual strengths, builds trust and treats young people with respect. Providers should be prepared to support transitions, practical independent-living skills, rights and options, personal networks and planned moves towards greater independence. Experience of working collaboratively with children’s services and young people, and of shaping services through provider engagement and co-production, will be valuable when the requirement reaches the market.
