Summary of the contracting process

NHS Tayside is procuring a replacement laundry wash line for its laundry at Ninewells Hospital in Dundee. The single package covers a continuous batch washer, material-handling system, drying equipment, automation and integrated controls, together with turnkey installation and ongoing maintenance. The successful supplier will act as prime contractor and take overall responsibility for delivering the supply and installation, including arranging any subcontracting or collaboration needed. The equipment replaces an existing wash line whose components have passed their recommended service life. The requirement is for an integrated laundry system rather than equipment supply alone, and includes a two-year full warranty and manufacturer service programme after successful completion testing. After that period, the arrangement must not prevent NHS Tayside laundry staff from servicing and repairing the equipment, except for limitations stated in the tender response.

NHS Tayside invited offers through an open procedure for a single-lot contract. The submission deadline was 13 November 2026 at 10:00 UTC; the stated contract duration is 720 days. The estimated value is £1.75 million. Evaluation assigns 55% to technical and quality and 40% to whole-life cost. Bidders must meet the specified financial capacity thresholds, including at least £3.5 million annual general turnover and £3.5 million turnover in the relevant business area for each of the previous three years, and hold or commit to obtain employer’s, public and product liability insurance of £5 million each. The tender requires English-language submissions, does not allow variants, and sets a 90-day bid-validity period. The contract includes community-benefit commitments in Scotland and Fair Work First requirements, including the Real Living Wage where applicable.

This suits suppliers able to deliver a complete industrial laundry wash line as prime contractor, combining washer, material handling, drying, automation and controls, with turnkey installation and continuing maintenance. The prime contractor must coordinate any subcontractors or collaborating suppliers and take responsibility for the whole delivery. Relevant experience supplying and delivering comparable equipment is required, with examples to demonstrate capability. Products must meet the NHS requirements and, if awarded, evidence of CE or UKCA marking from a notified body must be provided. Suppliers need a robust quality-management system: either UKAS-accredited (or equivalent) ISO 9001 certification, or documented policies and procedures covering quality responsibilities, review and improvement, workforce training, monitoring and complaint handling. A Climate Change Plan is required. The scale also calls for substantial financial capacity and the specified insurance cover. Delivery requires community-benefit activity in Scotland and continued compliance with Fair Work First.
