Summary of the contracting process

Peterhead Port Authority is procuring professional services for the Smith Quay Extension in Peterhead. The appointed consultant will project-manage and supervise construction of an 83-metre extension to the existing 120-metre quay, together with a mooring dolphin, 10,000 square metres of concrete-paved laydown areas, site infrastructure and quayside furniture. The service includes NEC4 Project Manager and NEC4 Supervising Engineer roles, covering marine construction delivery and compliance. The works are planned at Smith Quay, Peterhead, and include marine and environmental licensing requirements. The procurement is for services, classified under CPV 71541000, and is being conducted by Peterhead Port Authority as the buying organisation.

The buyer invited offers through an open procedure. Bids were required electronically by 5 October 2026 at 11:00 UTC, with tenders opened at 12:00 UTC at Peterhead Port Authority’s Harbour Office in Peterhead. The contract is valued at £750,000 and is planned to run for 840 days. The underlying Smith Quay construction works are valued at £30 million. The published award criteria allocate 10/100 to quality—legal information—and 40/100 to price. The contract allows renewal if construction is delayed, continuing the professional services until the works are finally complete. Variants are not allowed, an electronic catalogue is required, bids must remain valid for 90 days, and monthly interim payments are planned.

This opportunity suits engineering consultancies and marine construction specialists able to provide professionally qualified NEC4 project management and supervising engineering staff. Relevant experience includes managing and supervising marine construction projects, monitoring health, safety, quality and environmental compliance, and working with marine licences. The consultant must provide names and qualifications for assigned staff and operate externally audited management systems covering ISO 9001 quality, ISO 45001 safety and ISO 14001 environmental management. A cloud-based document management and collaboration system is also required. Suppliers should be capable of supporting a substantial quay extension and associated marine infrastructure, administering NEC4 professional services requirements, and maintaining oversight through construction and any delay-related continuation.
