Summary of the contracting process

Angus Council is exploring the market for respite care services for two adults with learning disabilities and complex needs. Care must be provided to both adults at the same place and at the same time, rather than through separate arrangements. The service is preferably to be delivered in Angus or a neighbouring local authority area, although locations further afield may be considered. The requirement includes wheelchair-accessible accommodation and support for moving and handling. This is a specialist adult social care service intended to provide respite for people with complex care needs. Providers able to deliver coordinated care in an accessible setting across Angus or nearby areas are the most relevant potential participants.

This procurement is at the planning and market-engagement stage. Angus Council is seeking expressions of interest to establish whether suitable respite care provision is available and has issued a questionnaire and supporting information for providers to complete. The council expects a further notice to be published on 7 September 2026. That date is an indicative publication expectation, not a tender submission deadline. The current process does not invite tenders or establish a contract. Providers should treat the engagement as an opportunity to explain their service model, capacity and ability to meet the stated care requirements before the council determines its next procurement steps.

The work is suited to specialist adult social care providers with experience supporting people with learning disabilities and complex needs in a respite setting. Suitable providers will need wheelchair-accessible accommodation and the operational capacity to support both adults at the same time. The requirement calls for at least three staff to be available, with the ability to provide two-to-one support for moving and handling. Staff capability should include training in epilepsy care, medication administration and gastrostomy care. Providers with coordinated accommodation and care arrangements in Angus, neighbouring local authority areas or locations further afield should use the engagement to demonstrate relevant experience, staffing resilience and safe delivery arrangements. This is preparation for possible future procurement, not a current bid opportunity.
