Summary of the contracting process

NHS Golden Jubilee commissioned lead consultant, architectural and principal designer services for alterations to its Level 4 ward refurbishment project at NHS Golden Jubilee Hospital in Clydebank. The work covers RIBA Plan of Work Stages 2–6, including design and specification for replacement windows and design development to achieve dementia-compliant refurbishment standards. The consultant supports the project’s design development and delivery, maintaining continuity with proposals already prepared. This is an architectural and building-design consultancy service (CPV 71240000), rather than a contract to carry out the refurbishment construction itself. The requirement concerns one hospital ward project for NHS Golden Jubilee.

The procurement is complete and the contract is active. NHS Golden Jubilee awarded the single lot to Wylie Shanks Architects through a limited procedure without a prior call for competition, relying on the existing consultant’s project knowledge and the need for continuity. The contract is valued at £51,500 and was signed on 27 August 2026; no contract end date or duration is stated. The published award rationale says replacing the consultant could duplicate work, require design review or redesign, cause delay and increase delivery risk and cost. The procurement was justified on the basis that continuing with the existing lead consultant was the most economically advantageous approach. No separate evaluation scoring criteria are described.

For firms seeking comparable future work from NHS Golden Jubilee, this award shows demand for integrated lead consultant, architect and principal designer support through multiple design stages on a live hospital refurbishment. Credible suppliers would need architectural design and specification capability, including replacement-window design, and experience developing refurbishment proposals to dementia-compliant standards. The buyer placed particular importance on continuity with an existing design, detailed knowledge of project requirements, stakeholders and design considerations, and the ability to preserve design integrity while limiting delay, duplicated professional work and delivery risk. This award was made without a prior competitive call because the incumbent’s project-specific knowledge was considered essential. Firms without relevant healthcare refurbishment experience or the ability to take over developed design work would be less well placed to meet this buyer’s stated rationale.

Lot Information

Lot 1

NHS Golden Jubilee Board is publishing this VEAT Notice in the interests of transparency regarding its intention to award a contract in accordance with Regulation 33 of the Public Contracts (Scotland) Regulations 2015. National Waiting Times Centre Board (NHS Golden Jubilee) intends to enter into a contract with Wylie Shanks Architects for the provision of Lead Consultant, Architect and Principal Designer services in support of the Level 4 Ward Refurbishment Project. The services will include delivery of RIBA Plan of Work Stages 2-6, design and specification for replacement windows, and design development required to achieve dementia-compliant refurbishment standards. The proposed award to Wylie Shanks Architects is justified under Regulation 33 as the consultant has developed the existing design proposals and possesses detailed project-specific knowledge essential to the continuation of the project. A change of consultant at this stage would require significant review, verification and potential redesign of the work already undertaken, resulting in duplication of professional services, additional expenditure, programme delays and increased delivery risk. Continuity of Lead Consultant, Architect and Principal Designer services is necessary to ensure consistency and compatibility with the design development completed to date, maintain design integrity, and support the efficient progression of the project through the remaining RIBA stages. The appointment of an alternative provider would create substantial technical and operational challenges and would result in disproportionate inconvenience and additional costs to the Board. NHS Golden Jubilee therefore considers that the continued appointment of Wylie Shanks Architects represents the most economically advantageous approach, ensuring project continuity, minimising risk, avoiding unnecessary duplication of work, and supporting the timely and successful delivery of the Level 4 Ward Refurbishment Project.

Procurement Information

NHS Golden Jubilee Board is publishing this VEAT Notice in the interests of transparency in relation to its intention to award a contract in accordance with Regulation 33 of the Public Contracts (Scotland) Regulations 2015. Continuing with the existing Lead Consultant represents best value for money and ensures continuity throughout the project lifecycle. As the current design has been developed under their leadership, retaining their services will minimise project risk, maintain design integrity, and support the successful delivery of the project. Their existing knowledge of the project requirements, stakeholders, and design considerations will also avoid unnecessary delay and additional costs associated with appointing a new consultant at this stage
