Summary of the contracting process

Aberdeenshire Council is planning a county-wide dementia support service, classified under CPV 85300000 (social work services without accommodation). The service will combine holistic and community support for people living with dementia across North, South and Central Aberdeenshire. It will provide information, advice, flexible support responsive to individual needs, signposting for carers, and prompting and advice to promote safety in daily life. The provider will encourage community interaction, raise awareness of dementia, support the development of dementia-friendly communities, maintain communication with service users and partners, publicise events, and share relevant learning. Community development work will include establishing, facilitating and supporting self-help groups throughout Aberdeenshire.

This procurement is at the planning stage: Aberdeenshire Council has stated an intention to procure and has not yet invited tenders. The council expects to publish a subsequent notice on 16 October 2026. It anticipates a three-year contract starting in July 2027, with an option to extend by one additional year. The indicative annual contract value is approximately £105,000 and the estimated total procurement value is £417,000. The procurement is planned as one lot using a tender process. The service specification may be amended during the contract to reflect council requirements, legislative or statutory guidance changes, demonstrated outcomes, or additional service-development funding.

The work is likely to suit specialist dementia charities, social care providers, community support organisations and voluntary-sector partnerships with established local networks. Relevant suppliers should be able to deliver person-centred information, advice and practical support; work safely with people whose needs may change; support carers and advocacy arrangements; and establish or facilitate self-help groups. Strong community-development, engagement and communications capability will be important, including experience of working with professional partners, publicising activities and promoting dementia awareness. Providers should be prepared to share learning with service users and professionals, operate clear communication and complaints arrangements, and adapt delivery in response to changing legislation, guidance, outcomes or available funding.
