Summary of the contracting process

South Lanarkshire Council commissioned a comprehensive scientific testing service covering chemical analysis and bacteriological examination. The work supports the Council’s service requirements throughout South Lanarkshire. This is a specialist laboratory testing service rather than a supply of equipment or construction work. The Council is the buyer, and the awarded provider is Edinburgh Scientific Services, based in Edinburgh. The procurement concerns one combined requirement for testing across the South Lanarkshire area.

The procurement is complete and the contract is active. Following an earlier open tender that produced no suitable compliant tender, the Council used a negotiated procedure without a prior competition notice; the stated reason was the failure of that earlier exercise. Price was the stated award criterion. Edinburgh Scientific Services was selected for the single lot. The contract was signed on 7 August 2026 and runs from 7 August 2026 to 31 July 2030, with an option for the Council to extend by up to 12 months. The signed contract value is £482,409.15. The supplier is permitted to subcontract up to 10% of the work.

For a future requirement from this buyer, credible competitors would need to deliver both chemical analytical testing and bacteriological examination comprehensively across South Lanarkshire. This award demonstrates demand for an ongoing, area-wide scientific testing service, rather than a one-off analysis. Relevant strengths would include suitable scientific and laboratory capability, the capacity to manage a continuing service across the Council’s area, and the ability to offer a competitive price, since price was the stated award criterion. Edinburgh Scientific Services was the incumbent and the sole bidder in the preceding open exercise, but its submission was judged non-compliant; the Council then negotiated with the provider. Suppliers should therefore be able to meet the buyer’s requirements compliantly as well as demonstrate value for money.
