Summary of the contracting process

Inverclyde Council is procuring alcohol and drugs recovery services to support its Alcohol and Drug Partnership Strategy 2024–2029 and help individuals, families and communities live healthier lives through choice, dignity and recovery. The work is in Greenock and the wider Inverclyde area. Lot 1 covers a Recovery Hub, Recovery Outreach Hubs and assertive in-reach and outreach, including recovery community development, engagement, harm reduction, social inclusion and peer-led support. Lot 2 covers early intervention, supporting recovery and relapse prevention, including structured psychosocial interventions, recovery planning, relapse prevention, rehabilitation support and family reunification activity. Both lots concern health and social care services, classified under CPV 85312500.

The procurement reached tender: Inverclyde Council invited offers through an open procedure, submitted electronically in English. The tender deadline and bid opening were 14 October 2026 at 12:00, with evaluation scheduled from that time. The estimated total value is £1,200,000. Both lots run from 1 April 2027 to 31 March 2030, with one possible 12-month extension subject to budget and satisfactory performance. Suppliers may bid for both lots. Evaluation includes service delivery model quality at 15% and price at 40% for each lot. Bidders must provide audited average annual turnover for the previous two years, meet Dun & Bradstreet financial thresholds, and provide required insurance cover: public liability £5 million, professional indemnity £2 million, employers’ liability £5 million and data protection/cyber risk £1 million.

This suits established addiction, recovery, mental health, homelessness, social care or community-based support providers able to deliver either or both service models. Bidders need two relevant examples from the past three years for each lot pursued. Lot 1 experience should cover recovery hubs, community outreach, assertive engagement and support into treatment, recovery and community assets. Lot 2 experience should cover early intervention, recovery support, resilience-building and relapse prevention. The service manager must hold an SCQF Level 7 qualification or equivalent, or have at least two years’ demonstrable relevant management experience. Providers must demonstrate robust quality, health and safety and environmental management through recognised certification or documented alternatives, meet Disclosure Scotland and vulnerable-groups requirements, manage data-sharing obligations, and deliver offered community benefits.
