Summary of the contracting process

Renfrewshire Council, working with Renfrewshire Health and Social Care Partnership, seeks a provider for community-based mental health support for people aged over 16 experiencing stress or distress. The service is to support people through their current episode and help them prevent and manage future episodes. It combines Level 2 Distress Brief Intervention, counselling and therapeutic support, and group-based support and wellbeing activities. The intended outcomes include improved mental health and emotional wellbeing, resilience and self-management, reduced isolation, stronger community connections, support for personal recovery goals, and earlier intervention to reduce reliance on more intensive services. Delivery is in Renfrewshire. This is a social and health support service (CPV 85000000), rather than a goods or construction contract.

The buyer invited offers through an open procedure. The tender deadline set was 9 November 2026 at 12:00 UTC, and the stated contract period is two years, with two possible extensions of up to 12 months each. Evaluation is quality weighted at 100%; price is assessed on a pass/fail basis. The procurement is organised as one lot. The stated minimum participation requirements include evidence of previous experience delivering similar services, appropriately qualified and trained delivery staff, financial stability, a signed health and safety policy with sample risk assessments, and passing the Council’s cyber security evaluation. Required insurance includes employer’s liability cover of at least £10 million per claim, public liability of at least £5 million per claim, and professional indemnity of at least £1 million in aggregate. The Council expects at least 50 community benefit points to be offered.

This opportunity is suited to providers with established adult community mental health and wellbeing services, able to deliver brief intervention alongside counselling, therapeutic support and group activities. Bidders need evidence of comparable service delivery and a workforce with appropriate qualifications and training. The requirement also favours organisations with robust safeguarding and operational practice, documented health and safety arrangements, suitable risk assessments and the ability to meet the specified insurance levels. Financially stable organisations must be able to demonstrate their position through the requested financial checks, and suppliers must meet the Council’s cyber security assessment. Providers should be able to set out deliverable community benefits worth at least 50 points. As an incumbent currently provides the service, TUPE may apply, so bidders should be equipped to assess potential staff transfer implications. The work calls for coordinated delivery focused on recovery, resilience and community connection.
