Summary of the contracting process

East Renfrewshire Council, on behalf of its Health and Social Care Partnership, is procuring supported living services for adults and children. Providers will support people in the community across East Renfrewshire, covering Barrhead; Neilston and Uplawmoor; Thornliebank; Netherlee and Giffnock; Clarkston; Busby and Eaglesham; and Newton Mearns. The requirement is split into adult and child supported living lots. The Council intends to establish a multi-provider flexible framework, with work allocated through direct awards according to providers’ stated geographical coverage. The framework may admit new providers after it is established and may be reopened annually. There is no guaranteed level of work for any provider. Successful providers must also work with the Council to deliver community benefits where identified.

The buyer invited tenders through an open procedure, with electronic submissions. The submission deadline and bid opening were set for 26 November 2026 at 12:00 UTC. The planned contract start is no later than January 2027, unless another date is confirmed. The initial term is seven years, with discretionary extensions of two years and then one year, giving a maximum term of ten years. The estimated total value over that maximum term is £150 million; the stated annual budget is approximately £15 million, and neither figure is guaranteed. The adult services lot is estimated at £121 million and the child services lot at £29 million. Evaluation is weighted 60% on quality and 40% on price for both lots. Financial standing is assessed using a Creditsafe risk score; bidders scoring below 30 are not considered further, and successful providers must maintain a score of at least 30.

This opportunity suits established supported-living providers able to serve adults, children, or both, and to cover one or more of the named East Renfrewshire communities. Providers need a Care Inspectorate grade of 4 or above, relevant regulatory compliance, and staff meeting Scottish Social Services Council registration requirements. Staff delivering services must pass full PVG disclosure checks. Bidders must provide insurance-broker confirmation of the required insurance levels, or commit to obtaining them before the contract begins, and provide the related certificates. They must comply with Scottish health and care staffing legislation and have the policies required by the agreement. A financial-risk assessment applies, with two years of accounts required for organisations not registered with Creditsafe. Hourly charges are capped at £27 for care and £17 for a ten-hour sleepover. The Real Living Wage must be paid by the second anniversary if not already paid.
