Summary of the contracting process

Aberdeen City Council is seeking an integrated specialist support service for disabled children and young people from birth to age 18 whose complex or significant needs require support beyond mainstream provision. The service covers home and community outreach, care at home and whole-family support, alongside specialist residential care for up to four children and residential overnight and short-break provision. Support is tailored to individual assessments and intended outcomes, and must be delivered safely and appropriately. Residential care and overnight breaks are expected mainly to support older children and teenagers. Delivery is through a hub-and-spoke model based on the provider’s properties in Aberdeen, working with the Council’s social work service, schools, health services and other community partners. This is a children’s social care service (CPV 85000000).

The Council invited offers through an open procedure, with bids submitted electronically. The deadline set for submissions was 1 December 2026 at 12:00. The contract is for an initial three-year term, with two optional extensions taking the maximum term to five years. The estimated funding for the first year is £2,295,000; the estimated value for the initial three years is £6,885,000, and maximum estimated expenditure over the full term including extensions is £11,475,000. The award is based on the most economically advantageous tender, weighted 80% for quality and 20% for price. Bidders must be registered with the Care Inspectorate for the services required and provide at least two relevant experience examples, including residential care or building-based respite for children with physical disabilities, complex health needs or autism.

This opportunity suits an established children’s care provider able to deliver both community-based family support and residential services, including safe, child-centred overnight breaks. Providers need suitable properties in Aberdeen and the capacity to support children with a range of physical, health, learning, developmental, sensory, communication and behavioural needs, including autism. The Council expects effective partnership working with social work, schools, health services and other organisations. Bidders must hold appropriate Care Inspectorate registration and demonstrate relevant delivery experience through at least two examples. They also need to meet financial checks, including credit and accounts or cash-flow requirements as applicable, and hold or commit to obtain employer’s liability and public liability insurance at the required levels. Fair Work First and carbon reduction community benefits are expected.
