Bristol City Council is engaging the market ahead of issuing a procurement opportunity seeking a multi-disciplinary team to support the Bristol Avon Flood Strategy project. A multi-disciplinary team is required to develop the approved Outline Business Case (OBC) into the Full Business Case (FBC) including detailed design and to obtain consents for construction. A lead consultant is required to co-ordinate ground investigation, topographical and environmental surveys, land requirements, and consultation and engagement to develop the designs for consenting (assumed Transport and Works Act Order). They will then undertake the detailed design (RIBA stage 4) for construction and complete the Full Business Case. An option to retain the team until the end of the construction period is also being considered. We wish to invite contractors to a virtual supplier's information event on 15/01/25 from 13:00 to 15:00. We recommend this event is attended by any prospective bidder. The purpose of the event is to engage with the market in advance of issuing a formal ITT's by providing early information and background to our requirements and gain an understanding of the market capacity / capability to deliver the scope. We intend to discuss the scope of the project as well as providing an overview of the procurement and contracting approach. This notice is placed as a Prior Information Notice (PIN) to inform the market of NHS Bristol, North Somerset and South Gloucestershire (BNSSG) Integrated Care Board's (the Commissioner), intention to recommission Non-Emergency Patient Transport Services. The Commissioner would like to communicate a planned market engagement event and request expressions of interest for this. The service will provide transport for eligible BNSSG patients. Full details on eligibility are provided in section II.2.4 below. The service will provide transport between their places of residence, community and acute settings in reasonable time and comfort without detriment to their medical condition for secondary care treatment. This shall include secondary care services provided in a primary care setting. The geographical scope of this contract includes the transport of all BNSSG patients to points of NHS care. Planned Transport specifically covers pre-booked journeys to and from healthcare booked prior to 17:00 the day before transport. Non urgent patient transport should be seen as part of an integrated programme of care and a non-emergency patient is one who, whilst requiring treatment, does not require an immediate or urgent response. The estimated budget for this service is currently £5,331,710 per annum. This will be subject to annual inflationary uplift which will be detailed in the Invitation to Tender documentation. The Ministry of Defence (MOD) has a worldwide inventory of around 5,700 post-1870 military shipping wrecks mainly dating from World War I and II. These wrecks are managed by the Salvage and Marine Operations (SALMO) team through the Wreck Management Programme (WMP), which monitors and assesses the environmental and safety concerns associated with post 1870 MOD wrecks. In 1918 HMS CASSANDRA was part of a British force dispatched to the Baltic as part of the Allied intervention in the Russian Civil War. On 5 December 1918 while en-route to Tallinn, CASSANDRA struck a mine and sank one hour later. The wreck of HMS CASSANDRA lies 36 kms west of Vilsandi, Estonia at a water depth of 95 - 100 meters. This contract is for the provision of services to conduct a wreck survey of HMS CASSANDRA. The survey shall determine the condition of the vessel and the likely amounts of pollutants/ammunition remaining onboard. The survey shall comprise a visual and multibeam echosounder (MBES) examination of the wreck with hull thickness measurements using a Remotely Operated Vehicle (ROV). This will see potential providers provide a turn key solution to the requirement, including provision of a vessel, work class ROV, SQEP personnel to conduct the survey and a written report of the findings. Contractors must have suitable environmental protection measures in place and must secure all necessary permissions from the Estonian government as part of the turnkey solution. Defence Equipment and Support (DE&S) Salvage and Marine Operations (SALMO) Delivery Team (DT) have a requirement for design, development and testing, manufacture, training, and support of a Multi-Role Rebreather (MRR) diver breathing apparatus to support a range of tasks including long endurance diving operations. The introduction of new underwater mobility assets has highlighted limitations of current in-service underwater breathing apparatus that were not procured to support current or emerging capability, and other associated dive tasks. The Authority requires a UK Prime supplier to deliver this requirement. The following is provided for information. High-level system parameters: • Sub-surface endurance of 3 to 12 hours. • Transit depth approx. 6m up to 10m, short excursions to a maximum depth of 30m. • Modular design enabling flexibility for operations including: - Endurance variable from 3 to 12 hours depending upon mission requirements - Use of propulsion equipment up to 3 knots - Extended periods of swimming • Able to be rapidly re-roled for multiple diving tasks during an operation. • Able to be easily stowed and made ready for use. • Streamlined, compact design. • Efficient resource use to minimise size and weight. Technical considerations: • Closed circuit, electronic diver breathing system with built in safety and resource monitoring systems. • Upgradable sensor and monitoring systems throughout the life of the capability.
