The Hearing Protection Communication and Situation Awareness (HPCSA) programme wishes to horizon scan emerging technologies to address Armoured Fighting Vehicle (AFV) crew and Dismount Close Combat personnel noise environments with a communications hearing protection and situational awareness system that provides the required levels of attenuation for impulse and continuous noise in conformance with the Control of Noise at Work Regulations (CNAWR) 2005. This is a Voluntary Transparency Notice for the proposed Contract 713095450 - MHC Block 2 Remote Command Centre (RCC) Integration and Supply. The requirement for the Authority's MHC team covers: 1. The requirement to integrate the currently disparate and separately controlled range of key MHC platforms and autonomous capabilities into the Thales MMCM RCC to deliver a single, unified RCC, thereby allowing integrated command, control and operation of the full range of MHC platforms, systems and sub-systems. 2. BACKGROUND Based at the University of Bristol, the Avon Longitudinal Study of Parents and Children (ALSPAC), is a world-leading birth cohort study. More than 14,000 pregnant women were recruited into the study between April 1991 and December 1992. These women, the children arising from the pregnancy and now also their grandchildren have been followed up in detail ever since. ALSPAC is one of the most detailed studies of its kind in the world, providing the international research community with a rich resource for the study of the environmental and genetic factors that affect a person's health and development. The ALSPAC web site describes the cohort and available data (http://www.bristol.ac.uk/alspac/researchers/our-data/), and hosts data documentation and catalogues. In April 2015 the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services) historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. Team Leidos would like to make markets aware that we are intending to investigate innovative approaches to fill our Supply of Ropes requirements. It is the aim of this Preliminary Market Engagement Notice (PMEN) to encourage companies, suppliers, or manufacturers to make us aware and provide as much information as they are comfortable with, to help decide the future strategy for the range. Team Leidos wishes to generate interest, information and views with other companies to understand the current market innovation and gain useful intelligence that can help our requirement. The Ministry of Defence (the Authority) under the Materiel Distribution Land (MDL) programme is developing a requirement project for Heavy Equipment Transporter (HET) platform. Initially circa 70 to 90 vehicles with an integrated support solution service for an initial period of ten years, with potential options to increase the acquisition volume and extend beyond the initial support period. Aspirational Full Operating Capability (FOC) is June 2029. This requirement aims to introduce a new, technologically advanced system for the delivery of heavy and out-of-gauge equipment, with a minimum threshold of eighty-five (85) metric tonnes, featuring improved low mobility lift capabilities. This system will significantly improve and sustain the operational movement of heavy, mission-critical equipment well into the future. The primary role is to transport heavy armoured equipment, including armoured fighting vehicles (AFVs) and main battle tank (MBT), but it must also be capable of moving lighter equipment into the theatre of operations. Additionally, this equipment will be used during peacetime for training delivery both in the UK and overseas. A PIN has previously been released for this requirement reference 2025/S 000-002913. Defence Equipment and Support, Synthetic Environment and Training (SET) team, part of the UK Ministry of Defence, intends to place - by way of extension to contract FsASTC/00107 - a Defence Operational Training Capability (Air) Core Systems and Services contract with Boeing Defence United Kingdom Limited (BDUK), for continued system-designer support to the Gladiator synthetic training environment, while Air Command & Control, Fast Air and Joint Fires platforms are integrated. Expiry of FsASTC/00107 before this, on 1 January 2026, presents an intolerable risk that the system is not suitably mature from an operate and maintain perspective to ensure optimal capability on future competition. The contract extension will be for a period of 2 years 3 months, with an Option to extend by 6 months, and have an estimated value of £25m. In accordance with Regulation 4 of the Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this contract falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the official Journal of the European Union is no longer appropriate.
