The UK's independent nuclear deterrent has existed for over 60 years to deter the most extreme threats to our national security and way of life, and that of our NATO Allies. UK nuclear policymakers will be confronted with an array of challenges in the coming decades, including from major nuclear armed states, emerging nuclear states and state-sponsored nuclear terrorism. The complexity and breadth of these challenges requires the UK to consider how to adapt its approach to deterrence across the spectrum of conflict, including nuclear and strategic deterrence. This, in turn, requires an intellectual capability that can assist UK policymakers in understanding the new security dynamic and its implications for future deterrence requirements. The MoD is committed to not only developing this expertise within Government, but through a thriving and robust civil society which can provide valuable research and challenge to Government on these issues. The Nuclear Deterrence Fund is a £3.3m pilot programme which will run between FY24-27 to stimulate wider UK expertise in nuclear deterrence issues and to generate a research base to support nuclear deterrence policymaking. The Fund seeks to support the following objectives: i. Promote innovative, high quality and impactful research in nuclear deterrence aligned with HMG priorities. ii. This is notification that the Authority has decided to abandon the OI/0078 FEPS-S Procurement, in accordance with Regulation 33 (9) of the Defence Security Public Contract Regulations 2011.  The reason for abandonment is that, following a review, the Authority is not satisfied that it has adequate record-keeping of notes relevant to the reasons for the scores/decisions awarded in respect of each bidder’s tender.  It is the intention of the Authority to re-procure the FEPS-S Contract and it will keep bidders and potential suppliers notified as to next steps via the Defence Sourcing Portal (DSP). This Prior Information Notice serves to inform industry about the upcoming competition for Project Brakestop. Please see the single statement of user need (SSUN) below and further details around the project including an industry day. SSUN: "The User requires a cost-effective, long range (>500km) One Way Effector (OWE) Heavy, capable of being safely ground launched from a mobile platform in a high threat tactical environment, navigating to and accurately striking a user-programmed target. It shall be: operable in harsh physical environments, day and night, of low multispectral signature, resilient in a complex Electromagnetic environment (EME), including within a GNSS denied & degraded environment, and resistant against targeted EW attack and spoofing. Subject to potential future contract, manufacturing shall be scalable to meet operational requirements at a minimum of 20 units per month, with the ability to further increase." Overview: UK MOD requires the ability to deliver an 200kg – 300kg class payload (Mk 82 for reference) over a target range of 600km at a speed of around 600km/h. This must be capable of being safely ground launched from a mobile platform in a high threat tactical environment, with reduced probability of detection / high survivability with minimal take-off distance.
