Fareham Borough Council (the Council) requires a contractor to provide security and cleaning services in respect of Fareham Shopping Centre. Fareham Shopping Centre complex opened in 1976 and is Fareham's largest covered shopping centre. It occupies an area of approximately 475,000 sq.ft. of retail floor. It encompasses a fully covered shopping centre all on one level and a multi-story car park with associated service areas, roads, and landscaped areas. Fareham Shopping Centre occupies an area on the ground level of the main trading area with a communal seating area, the cleaning and maintenance of which is the responsibility of the Client. The services to be provided under the contract will include external and back of house areas, which are restricted to authorised staff and comprise all service areas, staff areas, non-tenanted space, service corridors, pavements, walkways, service roads, paths and refuse and other communal areas at first floor level and landscaped areas, where covered by the building structure or any canopy fitted thereto. The main Shopping Centre includes all internal areas accessible to members of the public including toilets, lifts etc. except tenant's shop units. Fareham Shopping Centre Multistorey Car Park comprises an adjoining 3-level car park with 207 spaces but parking machines/enforcement are managed by Fareham Borough Council's Car Parking Team. The services to be provided under the contract will include 2 passenger lifts and staircases. Provision of a Domestic Abuse (DA) intervention for low-medium risk offenders who meet the eligibility criteria for a Conditional Out of Court Resolution as per the principles issues by the Director of Public Prosecutions. It will also enable Hampshire and Isle Wight Constabulary to refer women to a trauma-informed intervention that specifically seeks to address the complex factors and trauma histories that result in women committing lower level offences. Hampshire and Isle of Wight Constabulary will be able to refer all adults aged 18 and over who have committed a DA offence where the victim is either a current/former intimate partner or a family member and all women over the age of 18. Dstl have a requirement for a tool which simplifies the process of designing scenarios and generating inputs to battle models. The overarching specification is for the supplier to create a Graphical User Interface (GUI) using Unreal Engine. The GUI would allow the user to generate and inspect battle scenarios, and simulate them using the battle models operated and supported by the Strategic Systems Group (SSG). The requirement relates to all aspects of interfacing with battle models, from creating new platforms, systems and subsystems for use within battle scenarios, through to the construction and design of battle scenarios as well as passing data to, running and viewing output from battle models. The particular focus of this work should be on addressing the requirements to simplify the design of scenarios using pre-existing platform data, running battle models and viewing outputs. The creation of new platforms, systems and subsystems is a possible stretch goal. The output of the work must include the Unreal Engine project which can be compiled by Dstl and facilitate future development, as well as a compiled version of the software.
