Leicester City Council invites Tenders for the delivery of an out of hours burial administration service to arrange short notice out of hours burials for our Neighbourhood & Environmental Services Team. The out of hours burial service typically arranges up to 200 out of hours burials per annum, with seasonal variations. Of these, approximately 98% are for those of the Muslim faith, 1% are for those of the Jewish faith and 1% are for those of the Christian faith. The proposed contract will be for two years with options to extend for a period or periods totalling no more than up to a further one year. Leicester City Council has a statutory responsibility to provide safe accommodation for domestic abuse victims (adult and child). The responsibility is laid down in the Domestic abuse Act 2021. There are related duties in the Housing Act 1996 and the Supported Housing (Regulatory Oversight) Act 2023. The provision of support is for all victims of domestic abuse including their children, regardless of their relevant protected characteristics, within ‘relevant’ accommodation (as defined by the Domestic Abuse Support (Relevant Accommodation and Housing Benefit and Universal Credit Sanctuary Schemes) (Amendment) Regulations 2021). The new duties (contained in Part 4 of the 2021 Act) on relevant local authorities aim to ensure victims of domestic abuse have access to the right accommodation-based support when they need it. The current model within Leicester City Council is to procure domestic abuse safe accommodation and related support services whereby the providers of the specialist support secure the accommodation from which their support will be delivered. They might own or lease this accommodation. This takes time, skill, knowledge, and resource to secure and can be a barrier to those organisations who might be interested in delivering specialist domestic abuse support. Within this model, the ability to expand units of safe accommodation is limited to what the support providers can source, and when, leading to higher placements in general needs temporary accommodation, with less support and higher cost. This procurement is under the Provider Selection Regime (PSR) The Mental Capacity Act 2005 (MCA) was introduced in 2007. The Mental Health Act 2007, which received Royal Assent in July 2007, included an amendment to the MCA to introduce additional Deprivation of Liberty Safeguards (DoLS) from 1st April 2009. The Deprivation of Liberty Safeguards provide additional protection for the most vulnerable people living in residential homes, nursing homes or hospital environments. There is a requirement, in law that care will always be provided in a way that is consistent with the human rights of people lacking capacity; who are not otherwise protected or safeguarded through the use of the Mental Health Act or Court of Protection powers. This preliminary market engagement notice has been issued by Leicester, Leicestershire and Rutland Combined Fire Authority also known as Leicestershire Fire and Rescue Service (LFRS). The purpose of this preliminary market engagement notice is for LFRS to engage with suppliers of Workshops Management systems that are currently available on the market. We invite interest from suppliers to provide product information and engage in demonstrations of how their existing platforms will meet our present and future requirements. LFRS are seeking to: • Develop the Authority's requirements and approach to the possible procurement of a Workshops Management System. • Identify suppliers that may be able to supply the services required. • Build capacity among suppliers in relation to the contract being awarded. This is not a call for competition and failure to participate will not exclude any providers from any future tender process, nor does this notice guarantee that any future tender will take place. No providers will be either advantaged or disadvantaged by participating and any resulting tender will be advertised on the appropriate electronic platform/s for all to view.
