Portsmouth International Port (the 'Port'), a directorate of Portsmouth City Council (the 'Council'), is seeking to appoint a contractor to deliver the provision of repair & maintenance support staff. This provision currently has a value of approximately £250,000 - £400,000 per annum (including materials). It is envisaged that the contract shall commence on the 1st April 2026 for an initial term of a 3-year contract, extendable by a further 7-years in increments to be agreed at the time by both parties. SCOPE The scope of the contract requires the contractor to supply, be responsible and accountable for the support staff provided to cover the repair and maintenance of the Portsmouth International Port's estate. The Port's estate are located in two locations within the area of Portsmouth, which are: 1. Portsmouth Cruise and Ferry Port. 2. Camber Quay (Old Portsmouth). The supplier's support staff are supplementary to the Port's own, directly employed Technical Services Group who carry out repairs and maintenance across the Port's estate. This team and the support staff are managed by the Port's Maintenance and Facilities Manager. Opportunity to work with KBS Maritime, supporting a dynamic Asset Management programme within a strategic Royal Navy establishment in the south of the UK. What: Asset Verification Programme (AVP) to generate a rich dataset (e.g. Asset Registers) of all assets up to and including Level 4 (sub-system) across all the programme in-scope buildings and infrastructure. Why: As well as the programme delivering greater assurance on asset portfolio, improved asset specification, defect visibility, waste reduction in works triage and improved risk management, the enhanced data quality will allow accurate benchmarking of future contracts for service delivery with similar reductions in contractor risk allowance and service scope certainty. Where: His Majesty's Naval Base Portsmouth (HMNB(P), Hampshire, PO1 3LS, UK. When: Anticipated commencement from Aug/Sep 2025 - estimated 12-14 months duration. How: Data collection via KBS' current dedicated FM software platform/survey tool and level of detail and asset type governed by a Naval Base Master Asset Hierarchy (will be provisioned). Tablets (Android) will be issued to the Surveyors for ease of data collection. A dedicated Project Team will form the controlling and directing element for the programme duration. The programme also requires building floorplans, space types and room numbers to be revalidated and KBS welcome modern approaches to capturing and digitising this data including partial automated asset recognition. Overview of Procurement Objectives Portsmouth City Council (the Council) is seeking to appoint a contractor to deliver Gas Servicing and Repair services across its housing stock, with an estimated annual value of between £4M and £5M. The contract will be let for an initial 5-year term, with the option to extend by up to a further 5 years in intervals to be agreed. The scope of services will include statutory gas safety inspections, responsive repairs, and planned maintenance works, ensuring compliance with all relevant regulations and maintaining the safety and functionality of the Council's gas installations. Based on anticipated inflationary uplifts and potential growth in housing stock, the total individual contract spends over the potential 10-year term (5-year base with options to extend) is expected to range between £45M to £55M. The impacts of Local Government Review cannot be fully understood at this stage. However, when considering the potential surrounding local authorities and their current property portfolios, the Council anticipate the annual value of the Gas Servicing and Repairs could increase in the region of £1M to £2M per year, in the event these services needed to be subsumed into this opportunity. Therefore, the total value of the opportunity over the 10 year period could be up to £65M. The purpose of this tender opportunity is to alert potential suppliers to an opportunity to fabricate a large dimension timber lamination jig for the production of planks for conservation of HMS Victory.This is an accelerated procedure with the PPN being advertised prior to this Open Procedure. The aim of the HMS Victory Conservation Programme is to deliver a fully conserved ship, able to survive in an open environment for the next 50 years without major work beyond a programme of planned maintenance. The NMRN is seeking a fabrication contractor to design, fabricate and install a lamination jig for the production of large dimension timber elements for use in the conservation of HMS Victory's hull. Due to the secure location of the Historic Ships Workshop site visits must be booked at least 48 hours in advance, details can be found within the ITT documentation. The National Museum of the Royal Navy (NMRN) are seeking to appoint a contractor to design, build and install replacement bow door lifting arrangements onto Landing Craft Tank- LCT 7074 situated at the D-Day Story, Southsea, UK. LCT 7074 is owned as part of the NMRN Historic Ships fleet, it is operated by the D-Day Story as a visitor attraction. The replacement bow door lifting arrangements is to ensure the continued operation of the landing craft all year and to reduce the current maintenance cost of the current installed arrangement. The intention is for works to be undertaken during the off-peak season between November 2024- March 2026. With requirement for Heritage Impact Assessment to be undertaken and approved by NMRN and associated stakeholders before fabrication and installation is made. Site visits are strongly advised for this tender to see the current arrangement, and also to survey the landing crafts port and starboard arms where lifting arrangements are to be installed. The Council requires a high quality private transport service linking local transport points at Hilsea/Cosham and Southsea Hover Terminal to the Lakeside North Harbour Business Park. There are agreed stops at each location and the service is provided for Lakeside business park occupiers and staff only. The service links up drop off points from public transport close to Lakeside North Harbour and plays a significant role in addressing issues of traffic congestion, air quality and carbon emissions in Portsmouth and South East Hampshire. The Council is aiming to award a contract to the successful Operator by March 31st 2026. The contract will run for a duration of 5 years extendable in increments of no less than a year to be agreed upon by both parties over the course of the contract subject to performance to a maximum total term of 10 years. The Council will give the successful Operator a minimum of 6 months' notice to make appropriate arrangements to ensure seamless service is maintained. The Operator shall be responsible for full compliance with all appropriate Service Vehicle, Operator and Driver Licensing regulations.
