Overview of Procurement Objectives Portsmouth City Council (the Council) is seeking to appoint a contractor to deliver Fire Compliance Services across its housing stock, with an estimated annual value of between £500K and £1M. The contract will be let for an initial 5-year term, with the option to extend by up to a further 5 years in intervals to be agreed. The scope of services will include statutory fire risk assessments, installation and maintenance of fire detection and prevention systems, inspection and servicing of fire doors and alarms, and ensuring ongoing compliance with all relevant fire safety legislation and guidance. Based on anticipated inflationary uplifts, regulatory requirements, and potential growth in housing stock, the total individual contract spends over the potential 10-year term (5-year base with options to extend) is expected to range between £6M to £11M. The impacts of Local Government Review have not been considered in this current value and the likely increases in the total value of the opportunity, brought about through the reform, will be addressed when the formal tender notice is issued. Housing Stock Information The Council has a housing stock of approximately 17,500 properties of which approximately 15,500 are socially rented and then there are approximately 2000 leasehold properties. Within the stock there is a mix of housing types including houses and bungalows; however the majority of the dwellings are within purpose-built blocks of flats constructed in the 1950s and 1960s. INTRODUCTION Portsmouth City Council - the 'Council' - with support from its appointed development consultants Mace, Montagu Evans and Vail Williams - is seeking to engage with a cross section of site wide muti-use and specialist developers in respect of its plans for regeneration of the City Centre North (CCN) strategic area. The Council anticipates partnering with a lead developer to deliver the scheme across multiple phases, and potentially a range of uses. The Council is also interested in speaking with specialist developers of specific uses to test their feasibility. The Council considers that the following specialist uses could be of relevance to CCN development: • Multi-family Build to Rent (BTR) / Co-living • Single family BTR • Extra care • Key worker housing • Purpose Built Student Accommodation • Hotel • Offices KEY OBJECTIVES The Council is aiming to transform the northern part of the city centre. The plans will the see the redevelopment of the former Tricorn and Sainsbury's sites, which the Council bought to unlock the opportunity for long-term regeneration of wider area. The plan focuses on making the best use of this large area by creating new homes, new walking and cycling routes and a large open green space stretching from St. Agatha's Church to All Saints' Church. The National Museum of the Royal Navy (NMRN) has reviewed its current cyber security stack and is looking to implement further measures to protect its systems, data and people. Solutions to be implemented should complement current security measures and enhance our visibility, understanding and response to cyber threats within the IT environment. The NMRN is reviewing its supply arrangements to ensure that it is aware of what the market currently has to offer and is in a position to select a supplier that is best able to deliver the National Museum's requirements over the next 3 - 5 years. The tender is split into three lots which can be seen in the ITT documents, with associated evaluation criteria. Portsmouth City Council is reopening the Skills Bootcamp Framework for the purposes of including Lots 19-21 This is an opportunity to deliver Skills Bootcamp training across the Solent as part of a series of skills interventions under the Skills for Life Programme. The Council is seeking suitably qualified and experienced training providers to develop in partnership with employers, and deliver Skills Bootcamps at Level 2 to level 5 in: Construction 1 - Minimum of 60 GLH up to a maximum of 16 weeks of delivery (expected minimum duration would be between 2-4 weeks). We would like this Bootcamp to focus on re-skilling and upskilling to provide new entrants into the Construction Sector into Junior roles. All Skills Bootcamps should include the Level 1 Health & Safety in Construction Environment and the CSCS Green Card, including booking the test and applying for the card on the learner's behalf (Including any necessary re-sits to enable learners to achieve). We would also expect Traffic Marshall/Banksman Training, Manual Handling, Training to support these individuals to engage with Construction Agencies and also work within the HMRC Construction Industry Scheme.
