KBS Maritime have a requirement to purchase new Service Brows for use within HMNB Portsmouth. This includes survey, design, supply, installation and commission. This project aims to procure a new ship-to-shore linkspans/gangways to replace ageing infrastructure within the naval base's fleet of brows and gangways. The National Museum of the Royal Navy is currently delivering Victory Live: The Big Repair, one of the largest conservation projects in the UK which aims to fight the impact of moisture, fungus and pests that are threatening HMS Victory. This requires the careful removal of rotting material from the hull and replacing it with new oak. This painstaking work is being undertaken by our skilled team of shipwrights, riggers, conservators and archaeologists. The project will ensure that HMS Victory is protected for a minimum of 50 years. 1. Introduction 1.1. Portsmouth City Council - the 'Council' - is undertaking preliminary market engagement over April - May 2025 to inform its procurement strategy for the delivery of electric vehicle charging infrastructure within Portsmouth to be delivered via an open book partnership concession agreement. 1.2. Once the preliminary market engagement process has been completed the Council will review findings, finalise its strategy and documentation and submit these for approval by the funder - Office for Zero Emission Vehicles - by no later than 13th June 2025. 1.3. Once approved the Council will then undertake a formal procurement process over Summer / Autumn 2025 instigated via issue of a Tender Notice to appoint a partner operator for the supply, installation, maintenance, operation and, at the council's option, decommissioning of electrical vehicle chargepoints within the city on a mutually incentivised commercial concession basis. 2. LEVI Funding & Concession Approach 2.1. The Council has secured Local Electric Vehicle Infrastructure (LEVI) funding to the value of £3,682,000, the majority of which will be used to part fund the delivery of a minimum of 3,600 new electric vehicle chargepoints (sockets) over a phased 5-year delivery programme. 2.2. The LEVI funding cannot be utilised for the on-going operation, maintenance and end of contract decommissioning of the infrastructure which will have to be met by the operator. The Royal Navy employs an airborne surveillance system that operates from the Queen Elizabeth Class Aircraft Carriers to provide the Carrier Strike Group (comprised of the aircraft carrier, support vessels, escort frigates and escort destroyers) with sufficient warning of air and surface threats to allow for effective counter threat action. To sustain the capability, MOD is exploring potential future solutions, that will underpin the defence and security of the UK in the future, and as such is issuing a Request for Information (RFI) to industry. The objective of the RFI is to understand the capacity and capability of the industrial base to support this capability requirement. The implementation options in the RFI are not prescribed, so we are interested in views from all interested parties on the best possible solution. This is a currently a Request for Information only and not a tendering opportunity at this time. The Royal Fleet Auxiliary (RFA) is directed to replace the RN Shoulder Flash with an RFA Shoulder Flash to enhance its identity and visual distinction from the core Royal Navy. While the Authority has identified a procurement route for the Shoulder Flash, a tailoring solution is required due to the dispersed nature of the workforce, which comprises approximately 1700 personnel. Given the diverse geographical locations of these employees, the solution must ensure a fast and efficient tailoring service across all regions. Ideally, employees will be able to take their uniforms to a location near their home residence, where the tailoring can take place. Whilst mail services have not been ruled out, it would need to be an inclusive cost and reassurances around loss and / or damage to uniform. A centralised tailoring solution will ensure consistency in the attachment of new shoulder flashes and adherence to uniform standards. This solution is required for a minimum of six months while a permanent solution is established. The purpose of this Planned Procurement Notice (PPN) is to alert potential suppliers to an opportunity to provide coatings options for the conservation of HMS Victory's masts, yards and assorted rigging hardware. Over the next 12 years the National Museum of the Royal Navy (NMRN) is leading on the conservation of HMS Victory to ensure the long-term preservation of this world-class historic vessel. In addition to being the only surviving exemplar of a Royal Navy capital warship from the Age of Sail, HMS Victory continues to be a significant visitor attraction within the setting of No. 2 Dock and Portsmouth Historic Dockyard whilst continuing to serve as a commissioned warship and the Flagship of the First Sea Lord. The aim of the HMS Victory Conservation Programme is to deliver a fully conserved ship, able to survive in an open environment for the next 50 years without major work beyond a programme of planned maintenance. A key component of the project is the conservation of existing rigging elements including masts and yards - generally referred to as 'spars' - and assorted metalwork items - generally referred to as 'hardware'. As part of this, suitable coatings will need to be applied to the external surfaces of spars and hardware, and the internal faces of hollow spars.
