NHS Midlands and Lancashire Commissioning Support Procurement Unit are issuing this Prior Information Notice on behalf of NHS Staffordshire and Stoke-on-Trent Integrated Care Board (ICB) and Midlands Partnership NHS Foundation Trust (MPFT) who are seeking initial engagement and feedback from the market to help inform the commissioning model for the future provision of the MRI Service supporting patients from Cannock, Stafford and Surrounds and the Seisdon Peninsula of Staffordshire as the current contract is due to expire in 2025. This engagement will seek an understanding from the market of providers with experience of providing MRI services and payment models used - including those relating to the running costs of the MRI unit(s) and administrative functions of the service e.g. appointment management and processing of imaging results. It will also seek views on any opportunities where processes can be improved to maximise demand efficiencies especially in consideration of new pharmaceutical medications that are expected to increase demand. Further, it will seek from the market feedback on the draft service specification and where this could be improved to support the best outcomes for patients and best value for the NHS - this will also include positive environmental impacts e.g. location, facilities and fuel supplies to the MRI unit(s). NHS Staffordshire and Stoke-on-Trent Integrated Care Board (ICB) is seeking quotes from suitably qualified and experienced providers to support the ongoing maintenance and delivery of the People's panel. The successful bidder will be expected to work to develop a People's panel that is representative of the 1.2m population of Staffordshire and Stoke on Trent. This will be achieved by the following objectives: • Ensure there is broad geographical representation across Staffordshire and Stoke-on-Trent (this information will be provided by the ICB) • Maintain and refresh a representative panel of volunteer Staffordshire and Stoke-on-Trent citizens who wish to be engaged on our work to transform local health and care. This participation will primarily be in the form of regular online surveys, with the option of holding face-to-face focus groups twice a year with panel members to support detailed discussions to inform new models of care and understand experiences of health and care services • Develop and deliver at least six planned People's Panel surveys per 12-month period, with analysis and reporting per survey. Surveys are anticipated to be scheduled for May, July, September, November, January and March, but timescales may be subject to change • Maintain regular dialogue between the ICB and/or ICS partners and the People's Panel, and with the wider community about the impact of responses to surveys will also be shared with panel members, as well as on the ICB website • Recruit new members while maintaining the representation of the population, including those who may not have previously participated in opportunities to be involved [...]

Stoke on Trent City Council currently provides an in-house Telecare Service offer, renowned for its gold standard across all elements. The Telecare Service provides assistive technology services to self-funders in the Stoke-on-Trent and immediate-surrounding area, and to adult social care clients in Stoke-on-Trent. The service includes: - Assessment of telecare equipment requirements, - Purchase, provision, maintenance and recycling of relevant equipment, - monitoring of activations, medical triage of emergency calls and taking actions to meet people's requirements (using response service wherever safe to do so, rather than ambulance callout), - 24/7 emergency response including attendance at the person's house, medical triage, taking vital signs, moving people from floor to bed/chair using lifting equipment and safe moving techniques and welfare visits. Our internal service is currently supporting 4500 clients overall, each of whom have access to emergency response and 24/7 services. The service operates to the following targets: - Answering activations = 99% within 1 minute, 99.5% within 3 minutes. This does not include where calls are answered and put on hold. - Emergency responses = 90% of responses within 45 minutes of alarm activation - Installation = urgent installations within 2 working days, standard installations within 10 working days - Digital-ready = all new installations will be digitally-equipped; all equipment and call handling infrastructure will be completely digital by 31 December 2025. The council wishes to continue fulfilling its current services to the same high standard, though recognises the need to engage with the innovative providers within the market to better understand the wider offer which may be available in an ever-developing digital service area. Stoke-on-Trent City Council are looking to procure a Community Care and Support Framework which will cover Home Care, Extra Care, Social Opportunities and support for Unpaid Carers. The Framework is based on a locality model and Providers will be expected to have an office within Stoke-on-Trent or 2 miles from the border. Providers must have a CQC rating of 'Good' or above. Providers that have not been inspected or have received a rating below 'Good' prior to May 2023, will still be able to bid but will be subject to enhanced quality monitoring. The aim of the service is to support residents of Stoke-on-Trent with eligible care and support needs to remain as independent as possible, for as long as possible in their own home. Providers will be expected to integrate into the community that you are working in, understand all of the community resources that you can draw on to support someone and improve their wellbeing. The Framework will cover a number of LOTs aligned to the Locality Teams in Stoke-on-Trent. Providers that bid for Home Care (LOT 1) will have the opportunity to bid for Extra Care (LOT 2) of which there are currently 8 schemes across the locality areas.
