Build capacity (and maintain strong relationships with) key Energy Regulators
Notice Description
The Foreign and Commonwealth Office (FCO), seeks to appoint one or more Service Suppliers for the implementation of Prosperity Fund activity in Mexico entitled "Build capacity of (and maintain strong relationships with) key Energy Regulators". The Service Supplier(s) will conduct an implementation strategy that will deliver clear, robust and evidenced recommendations on the reform and liberalisation of Mexico's energy sector in order to increase the its efficiency, sustainability and sophistication. The implementation of this strategy will also identify potential commercial opportunities and areas for UK private sector engagement. The Prosperity Fund Programme Team in the British Embassy in Mexico City wishes to secure the services of experts to deliver capacity building to key energy regulators. This tender process looks to work closely with Mexican energy regulators to deliver financial and policy mechanisms that will support the implementation of key elements of the energy reform. We expect that the delivery of the strategy will increase the capacity of regulators and thus help to ensure the correct functioning of the Mexican energy market through the delivery of two main objectives: a) Policy and financial mechanisms to aid implementation of key elements of the energy reform; b) Increased capacity within regulatory institutions to ensure adequate enforcement of energy regulation.
