Notice Title

Market Engagement - Housing-Related Support Service for Care Leavers with complex needs.

Notice Description

Herefordshire Council, is looking at a greater variety of housing options for care leavers. We are looking for flexible services that offer value for money and reduce long-term expenditure on external placements. Accommodation has been secured and consists of 5 units of accommodation for those identified as having complex needs and challenging behaviour, that will support those successfully progressing to independent living. As part of the commissioning process, Herefordshire Council is undertaking a soft market test. This gives potential providers the opportunity to express their interest. The council will use the information to appraise options and develop the specification for the housing management and support service. Herefordshire Council would welcome interest from organisations with a track record in managing effective and innovative supported housing initiatives, ideally for care leavers, with complex needs, to include mental health, ex-offenders, substance misuse and those at risk of exploitation. The majority will be aged 18 and over, with occasional access being required for those aged 16/17 years old. The council would encourage innovation in developing services for those with high complex needs. The services must be tailored to individual needs, with a strong focus on multi agency working. The positive outcome will result in move on to independent living within 2 years. The provider will need to demonstrate a working knowledge of managing risk and safeguarding for a care leaver service.
