Summary of the contracting process

The West Yorkshire Combined Authority has awarded a contract for the "Evaluation of the Domestic Net Zero Programme" under an open procurement method. The project forms a significant part of the Climate and Environment Plan to achieve Net Zero by 2038, with considerable milestones by 2030. The awarded consultancy, Steer Davies Gleave, is tasked with evaluating and reporting on the programme's delivery in stages, spanning from inception to final impact reporting. With the procurement stage now in the award phase, key dates include the contract start on 6th September 2024 and completion on 31st March 2027. The project falls within the Evaluation Consultancy Services industry category and encompasses wide geographical delivery, including the UK, Europe, and other global locations. The total contract value is £185,182 GBP.

This procurement offers significant opportunities for consultancy firms specialising in energy efficiency, environmental issues, and research consultancy. Small and medium-sized enterprises (SMEs) are particularly encouraged to compete in such tenders, as the suitability criteria indicate. The project's extensive scope requires robust capabilities in multi-stage evaluation processes, data analysis, and close collaboration with public authorities, making it an ideal opportunity for firms looking to expand their portfolio in public sector environmental initiatives and strategic consultancy services.

Notice Title

Evaluation of the Domestic Net Zero Programme

Notice Description

The Domestic Net Zero Programme of 2024 to 2027 forms a large part of the Climate and Environment Plan, Wave 1 that itself formed a major part of our push to achieve Net Zero by 2038 - with significant progress by 2030. Consultancy resource is required to undertake a number of evaluation tasks that will both guide later starting aspects to the programme and report on the programme delivery to term. The appointed consultant will be expected to work closely with the Combined Authority to assemble and evaluate relevant quantitative monitoring data and any other qualitative information which may be available or need to be generated. It is suggested that the evaluation work is considered in four stages, each of which will contain a number of tasks: Stage 1 - Inception and programme development Stage 2 - Programme scoping and initial interim scheme evaluations Stage 3 - Main scheme process evaluation tasks Stage 4 - Completion of impact work and final reporting
