Summary of the contracting process

The Mayor's Office of Police and Crime is initiating a tender for the "MOPAC Hate Crime Victims Services Stakeholder Engagement Event," aimed at commissioning a new specialist support service for victims of hate crimes in London, expected to commence on 1 October 2021. Currently in the planning stage, the engagement period concludes on 26 February 2021. The procurement will utilize a competitive tender process, with a minimum contract value of £1.1 million for an initial two-year term, extendable for an additional two years. This project falls under the health and social work services category, with a focus on community and social services.

This tender represents a significant opportunity for businesses, particularly those in the voluntary, community, and social enterprise (VCSE) sector, to enhance their service delivery capabilities and expand their networks. Organisations experienced in advocacy support for vulnerable populations would be well-positioned to participate, given the requirement for a consortium or partnership of specialist providers. The engagement event on 26 February will be a vital platform for potential bidders to gain insights and contribute to shaping the service proposed by MOPAC.

Notice Title

MOPAC Hate Crime Victims Services Stakeholder Engagement Event

Notice Description

MOPAC intends to commission a new specialist support service for victims of hate crime that will go live from 1 October 2021. The new service will provide advocacy support to a cohort of hate crime victims who are identified as high risk or vulnerable, and will work with existing hate crime victim support providers, both pan-London and local, to ensure that all victims of hate crime in the capital can access support that meets their needs. We would like to hear your views on our plans. It is our intention to offer a two-year contract at a minimum value of PS1.1 million to deliver the service, with an option to extend the contract for up to two further years. The contractor will be appointed following a competitive tender process. The service must support all hate crime strands and be available to victims from any part of London. We therefore expect the successful bid to come from a consortium or partnership of specialist providers with a track record of delivering this type of service. Only voluntary, community and social enterprise (VCSE) sector organisations will be eligible to bid. The tender will be published in Spring 2021 and support and guidance offered for providers who may wish to bid to deliver the service. We will be engaging with stakeholders about our plans for the service, beginning with an online stakeholder meeting at 11am on Friday 26 February. If you would like an invitation to attend that meeting, or are unable to attend but would like copies of the presentation and consultation questions, please contact us at HateCrime@mopac.london.gov.uk leaving your name, the name of your organisation and your contact details. The meeting will be hosted on MS Teams and an invitation containing the link will be sent out a week before the meeting. We would be grateful if you could forward this notice to your hate crime stakeholder networks. We look forward to welcoming you on the 26th.
