Summary of the contracting process

Kirklees Council procured supported accommodation services for looked-after children and care leavers aged 16 and over, helping young people develop independence and prepare for adulthood in a safe, homely and nurturing environment. The service covers health and social work support across Yorkshire and the Humber. Requirements include self-contained accommodation; shared or group living reserved for looked-after children and care leavers; shared or group living also available to other residents; and supported lodgings hosted in an individual’s private residence. Providers may therefore offer accommodation-based support, shared housing, supported lodgings or related care and social work services for young people transitioning towards independent living. The buying organisation is Kirklees Council, based in Huddersfield.

This completed procurement was a selective call-off from a dynamic purchasing system, with proposals invited from shortlisted providers already on the Electronic Marketplace. The submission deadline was 31 March 2026 at 1pm, and the award was made on 31 March 2026. The contract runs from 1 April 2026 to 30 June 2028. Seven suppliers were awarded separate values: Apex Pathway £31,062; Dreamss £106,272; HSS Homes £221,010; Independent Living Project £124,059; Restorative Social Care Services £46,377; Strive To Be Independent £89,420; and Inicio Group Ltd £38,443. The procurement was for services and was evaluated through the dynamic purchasing system call-off process. It formed part of an electronic marketplace anticipated to operate from 1 April 2024 to 31 March 2034.

This award demonstrates sustained demand from Kirklees Council for providers able to deliver supported accommodation for young people aged 16 and over who are looked after or leaving care. Credible competitors would need suitable accommodation and the ability to provide safe, nurturing support that helps residents build independence and prepare for adulthood. Relevant operating models include self-contained units, shared or group settings, and supported lodgings in a private residence. Providers should be able to work with young people in differing living arrangements, including settings reserved for looked-after children and care leavers and settings shared with other residents. The named awardees show that both small and larger specialist providers can participate, and the opportunity was identified as suitable for SMEs and voluntary, community or social enterprise organisations.
