Notice Description

Framework for Generic Domiciliary Care Service and Emergency Support to Carers Service Wakefield Council is re-opening the Framework for the provision of a district-wide Generic Domiciliary Care Service and Emergency Support to Carers Service. The Framework Agreement is a spot purchase arrangement which provides 'call-off' contract opportunities for Service Providers and therefore offers no guarantee of any level or value of business to any service provider appointed onto the Framework. This procurement procedure is being undertaken as a Pseudo Framework Agreement via Section 7 (regulations 74-77) of the Public Contracts Regulations 2015 (PCR15). This Section allows significant flexibility in how Contracting Authorities conduct procurements for services classified as 'social and other specific services' provided that they are conducted in accordance with the mandatory requirements one of which is to ensure that it is conducted in an open, fair and transparent manner. More information on PCR15 can be found at; http://www.legislation.gov.uk/uksi/2015/102/pdfs/uksi_20150102_en.pdf The procurement documentation used to setup the Framework Agreement for the Provision of a Generic Domiciliary Care Service and Emergency Support to Carers Service issued by the Council on 25 May 2017 informed potential bidders that the Council reserved the right, at its absolute discretion, to re-open competition at any point during the Framework duration to secure additional capacity to meet demand. Therefore this procurement process is being undertaken in order to secure additional capacity for the remaining duration of the Framework Agreement. The same application process and evaluation criteria as detailed in the original Invitation to Tender are being used for the procurement process. Previous applicants may apply. Existing Providers appointed to the Framework do not need to re-apply; their position on the Framework Agreement will remain in force. The procurement documents are available from the YORtender website www.yortender.co.uk with reference DN263629.
