Summary of the contracting process

Guy's and St Thomas' NHS Foundation Trust has successfully concluded the procurement process for the "St Thomas Energy Project - Energy as a Service (EaaS) Solution for GSTT." The competitive dialogue procurement method was used, culminating in the award of a single-supplier framework agreement on 2nd July 2026, valued at up to £2 billion. This framework is set to last for eight years, with call-off contracts potentially extending beyond 40 years, indicative of the long-term nature of energy service operations. The services fall under the industry category of energy and related services, classified as CPV 71314000. Although based in London, the framework allows multiple public sector organisations, including NHS Trusts and local councils within the surrounding areas, to access the services subject to specific approvals. The project aims to modernise the estate at St Thomas' Hospital as its first phase.

This procurement offers significant growth opportunities for businesses involved in energy solutions, particularly those with capabilities in long-term project management, energy efficiency, and sustainable service delivery. While the framework itself has been awarded to Meridiam TURF I SAS, supported by Dalkia Energy Services Ltd, other businesses in the energy sector may find opportunities through sub-contracting arrangements or future phases of the project. Organisations experienced in executing comprehensive energy solutions and achieving value for money would be well-suited to compete for supplementary contracts as part of ongoing and future projects under this framework. Business growth is fostered by leveraging the chance to engage with notable public sector entities like the Guy's and St Thomas' NHS Foundation Trust, ensuring robust and resilient energy solutions.

Notice Title

Procurement for St Thomas Energy Project - Energy as a Service (EaaS) Solution for GSTT

Notice Description

Guy's and St Thomas' NHS Foundation Trust sought a Strategic Energy Partner through a single-supplier Framework Agreement (FA) to support the modernisation of its estate, using an Energy as a Service (EaaS) delivery model, with St Thomas' Hospital identified as the initial site for delivery & the framework intended to support the potential development of future modernisation projects across the Trust, subject to separate approvals. The FA will run for 8yrs, call-off contracts may extend to 40+yrs reflecting EaaS's long-term operational & financing nature. The Trust has awarded an FA only. For the avoidance of doubt, execution of the FA does not create any financial/contractual commitment for the Trust, nor does it give rise to any obligation to award call-offs/supplementary contracts. No liability is incurred by the Trust at this stage. Any future projects/commitments will be subject to separate governance, approval & contracting processes. The estimated value stated in this notice represents the estimated maximum potential value of projects that may be delivered under the framework over its term and does not constitute a commitment by the Trust to spend this value, in whole or in part. Whilst the value of the FA in this notice is PS2Bn, this reflects the potential total value of all projects under call off contracts awarded under the FA & the fact that other public sector organisations (as identified in this notice) may call off this FA. The actual value of call off contracts awarded under the FA will be significantly less than that value. Any call off contracts entered into under the FA will be on the basis that they represent value for money & offer a robust energy resilient solution for the future. The FA may also be accessed by other contracting authorities, subject to the Trust's prior approval. The contracting authorities entitled to call off the FA include: - Guy's & St Thomas' NHS Foundation Trust - Lewisham & Greenwich NHS Trust - King's College Hospital NHS Foundation Trust - South London & Maudsley NHS Foundation Trust - Oxleas NHS Foundation Trust - South East London Integrated Care Board (and its statutory successors) In addition, the FA may be accessed by NHS Trusts, NHS Foundation Trusts & Integrated Care Boards within the South East London Integrated Care System, as well as the following public sector bodies and their statutory successors: - NHS England - Care Quality Commission - Health & Safety Executive - London Boroughs of Lambeth, Southwark, Lewisham, Bexley, Bromley & Greenwich - Mayor of London, London Assembly, Transport for London - London Fire Commissioner - City of London Corporation The FA has been awarded to Meridiam TURF I SAS supported by Dalkia Energy Services Ltd as delivery partner for the St Thomas Project. Meridiam TURF I SAS will be responsible for the delivery of design, construction & asset operation & maintenance services under any call-off contracts awarded pursuant to the FA.
