Notice Description

Arden and Greater East Midlands Commissioning Support Unit (Arden & GEM CSU), acting on behalf of NHS England North Midlands/Nottingham City CCG, is seeking market feedback to inform the future commissioning of high quality and safe primary medical services in Nottingham City Centre. Providers are requested to complete a short questionnaire available at https://ardengemcsu.bravosolution.co.uk by 13th October 2017. Please note that this is NOT a Pre-Qualification Questionnaire or an Invitation to Tender. Instructions for how to access the questionnaire are given later in this notice. The future procurement will be for primary medical services (in accordance with General Medical Service Regulations) for circa 10,129 un-weighted (9,817 weighted) patients from 1st April 2018. The current services are delivered at Platform One Practice, Forward House, Station Street, Nottingham, Nottinghamshire, NG2 3AJ. These premises are privately owned by the incumbent provider and the new provider will be required to source and fit out suitable premises, ideally within the city centre, or within 0.5 miles of the existing premises, ahead of the contract start date. The contract will be for an initial term of ten years with the option to extend up to a further five years (maximum term fifteen years). The current contract ends 31st March 2018. Based on the current contract it is anticipated that the value of the contract will be in the region of PS1,156,000 per annum. This is an estimated average annual value based on a rate per patient reducing to global sum by year five. The form of contract will be NHS Alternative Provider of Medical Services (APMS). The procurement will be conducted as a one-stage process under the "Light Touch Regime" under the Public Contracts Regulations 2015. The practice provides primary care services to any Nottingham City patient, but is also in a location that offers access to services for patients from Clifton and The Meadows. The practice is one of 54 GP practices providing primary medical services within Nottingham CCG area. The main local acute hospital is Nottingham University Hospital NHS Trust; community services and mental health services are provided by the Nottinghamshire Healthcare NHS Foundation Trust. Additional information: For this service provision the Commissioners would like to encourage innovative solutions including consortia, strategic alliances and sub-contracts which will deliver value for money and improved services to patients. The services must be provided by GPs and Nurses and they will be required to deliver an outcome based service to include: - High quality Primary Medical Services responsive to the needs of the local population, - Provision of professional advice to patients and promotion of healthy living with the aim of tackling the underlying causes of ill health - Provision of all essential and additional services - All Enhanced Services commissioned by NHS England, the Clinical Commissioning Group (CCG) and the local authority - Robust business management systems and processes for improved patient experience, - Financial management - efficient use and maximisation of available resources. Maintain financial control within the available budget The Service Specification will be fully developed following patient engagement and the successful provider will need to demonstrate that they can deliver services of a continuously high-quality, ensure a sustainable workforce and be responsive to the needs of the local population. The provider will be required to establish and maintain best practices and use them for continuous service improvement during the term of the contract.
