Summary of the contracting process

The Ministry of Defence is planning a research and development programme for military-relevant medical and healthcare research through its Defence Medical Services Research Steering Group. The group is the Ministry’s primary mechanism for endorsing and funding research activity. The expression-of-interest process is intended to operate throughout the year, with no response deadline stated. The buyer expects engagement activity to run until 31 December 2027. Research proposals may be multi-year, and there is no stated limit on the funding requested for an individual application. The overall commitment budget at each Defence Medical Services Research Steering Group meeting is approximately £500,000, with several proposals supported in each round. Strong candidates will be able to demonstrate scientific quality, credible research governance, appropriate clinical or healthcare expertise and a practical route from findings to improved clinical delivery or military operations. Organisations should also be able to build proportionate, value-for-money proposals and manage work extending across multiple years. Small and medium-sized enterprises and voluntary, community or social enterprises are explicitly considered suitable participants.

Notice Description

Defence Medical Services Research Steering Group (DMSRSG) is the primary mechanism through which the DMS endorses and funds research activity. The research project must be of military relevance, scientifically robust, and offer value for money. DMSRSG supports military-relevant medical research. Projects are not restricted to a particular methodological approach or technology readiness level (TRL). We will support foundational science through to applied research. Where foundational science / early TRL activity is proposed there must be a feasible pathway to impact on clinical delivery or operational capability. Research must be predominantly medical or healthcare focused and we welcome qualitative, quantitative, and mixed methods research. There is no limit on the amount of funding that can be requested per application. However, the overall commitment budget at any one DMSRSG meeting is approximately PS500k and we support multiple proposals at each round. Funding requests should always be commensurate with the activity proposed and can be multi-year. Priority areas are outlined in the calling notice. Please note that the EOI process is open all year round with no deadline.
