Notice Description

Hull City Council (The Authority) is seeking tenders from interested organisations to develop, build, manage and operate an innovative and flexible meanwhile site, creating a flexible hub facility that can offer everything from art and crafts studios and boutique retailers, business start-ups and mentoring, street food and bars, with an emphasis on nurturing start-up business and training. The successful Operator will be able to exploit the Concession for a period that the Authority considers will provide sufficient opportunity to justify the Operator's investment and will enter into a lease with the Authority for the offered term. This opportunity will be procured via a competitive procedure with negotiation. The anticipated Concession commencement date is 21 October 2024. The Authority proposes to enter into one Lease for a maximum period of 15 years with the successful Tenderer (Operator), with an option to break at any time after 5 years. To exercise the break clause a period of 6 months' notice must be given by either party (Operator or Authority). Additional conditions apply, see Schedule 1 Lease Agreement for break clause terms. The Authority has estimated the value of the concession to be approximately PS1,3m. The estimated value is given in good faith to assist tenderers in making their submissions, it should not be interpreted as an undertaking to purchase any goods, services or works to any particular value by the Authority and does not form part of the Contract. Further information is contained within the (Scope of Works/tender documentation). Please ensure all tender submission documents are completed as detailed. Incomplete bids will be eliminated from further process. Authority reserves the right to accept initial tenders without any further negotiation. The Authority also reserves the right to implement multiple rounds of negotiation processes if required.
