Summary of the contracting process

Cambridgeshire County Council has initiated a procurement process titled "Cambridgeshire County Council - opportunity for Care Home providers to extend capacity in Cambridgeshire" under the Health and social work services category. The Council is currently in the planning stage, with a notable engagement end date set for 8th March 2018. This process aims to address a critical shortfall of 450 care home beds for the growing elderly population in the region. Interested care home providers are encouraged to express their interest by completing a questionnaire by the deadline of 5th January 2018, with all proposals to be submitted to the transformation team via email.

This procurement opportunity opens avenues for growth particularly for existing care home providers looking to expand their capacity within Cambridgeshire. Businesses involved in residential and nursing care services may find this a suitable opportunity to respond, as the Council is exploring various commissioning arrangements to bolster care provisions in multiple locations. This initiative presents a significant potential for providers to not only increase their service offerings but also to contribute to the enhancement of elderly care in the community.

Notice Title

Cambridgeshire County Council - opportunity for Care Home providers to extend capacity in Cambridgeshire

Notice Description

Cambridgeshire is currently facing an increasing challenge to meet the current and future needs of its expanding population of older people. We have identified that there is currently a 450 shortfall of beds in the market place which will be met by the three work streams as outlined below. There are severe pressures on the Council's statutory services and accommodation provision for older people, which is in turn putting pressure on financial budgets. With increases in population and inflation there will be a significant shortfall in suitable accommodation if the way in which services are delivered do not change. The Council must therefore transform its accommodation strategy for older people. Cambridgeshire County Council has identified a significant shortage of residential and nursing care provision throughout the County and is looking to secure long-term, good quality, affordable placements. In order to address the gap in provision, the Council has identified the following three work streams: 1. Maximise capacity for Council provision through the extended use of block contracts 2. Commissioning arrangements with providers to extend capacity in Cambridgeshire 3. Delivery model to develop additional residential and nursing beds within new residential and nursing home provision within Cambridgeshire. This opportunity is with regards to work stream 2 where the Council is interested in hearing from Care Home providers who are interested in or have plans to increase capacity in Cambridgeshire. Cambridgeshire County Council is looking for expressions of interest from providers to inform our commissioning and procurement strategy. This would suit providers of existing care homes who want to extend their current capacity and we are looking to increase the capacity in as many locations as possible. The Council anticipates that it would commission a proportion of the additional capacity in each location and the rest would be available to the self-funder market. To express an interest please complete the questionnaire that can be found at www.lgssprocurementportal.co.uk (ref: DN306818) and return to transformation.team@cambridgeshire.gov.uk by Friday 5th January 2018. Additional information: This market testing exercise is not an invitation to tender or a request for formal expressions of interest. This document does not form any part of an invitation to tender. Cambridgeshire County Council is issuing this request for information only. Any supplier invited to present to the Council is doing so to support market research only and to help make any potential procurement process more focused and efficient. No supplier selection or supplier preference is implied.
