Notice Description

Ofwat requires a Project and Management system that meets it's specific requirements. The objective of implementing a resource allocation and programme management solution is to provide Ofwat with the tools to enable it to better understand and analyse its portfolio of work and the resource capacity and competency in the organisation. The solution will help Ofwat to manage its portfolio, ensure it has a consistent level of programme information, alignment of work to our strategy and understand resource supply and demand levels. This will allow Ofwat to take appropriate action to match resources and skills to projects and programmes to meet demand. Some of the key benefits Ofwat requires the solution to realise are as follows: Improved efficiency and reduced time spent gathering and manipulating data. Better production of accurate and robust MI giving support to resource managers when undertaking resource allocation conversations and planning activity. Effective allocation of resources to projects and programmes. Greater understanding of resourcing impacts and distribution of workload across programmes and in turn the impacts on delivery of benefits. Greater opportunities for development and more effective allocation of skills to projects and programmes leading to a more skilled and motivated workforce. Enhanced centralised planning and programme management. The solution will help support prioritisation of work based on understanding of dependencies and a...nformation (MI) effectively. Data collected will be analysed and the resulting information will cycle back through the process of overall capacity management to verify that business capacity forecasts are valid and meaningful. This will enable Ofwat's capacity planning to operate as a means of predicting resources needed to meet future objectives. The reporting suite must provide a flexible, more automated visualisation of our MI which reduces the manual entry of data and creation of dashboard and reports. Business analysis: Ofwat requires the supplier to fully define "as is" and "to be" requirements of the solution during the initial implementation stage. Internal Skills development: Ofwat requires a solution that provides a platform where employees can identify skills gaps against its portfolio and areas for development in line with upcoming business need. This will help shape the development of Ofwat employees in line with future planning. This will work with Ofwat's strategic workforce planning to aid employee retention, progression and recruitment. Access: Ofwat envisages having 10 users with the highest level of access and functionality. There will be approximately 45 day to day users of the system who would require a lower level functionality and access initially. A future requirement will be rollout of the solution to all staff as a time recording and expenses tool. Ofwat would like to understand the costs of this additional access and functionality.
