TC1007 Framework for Measured and Unmeasured Water Charges
Notice Description
Manchester City Council is prepared to receive tenders for Measured and Unmeasured Water Charges which will be subject to the information, specification and tender package enclosed. The purpose of this tender is to appoint one supplier to form a framework water services agreement. The framework period will be for 1 year with the option to extend for up to an additional 3 years. It is intended for the framework to commence June 2020. The PS20 million value specified in the OJEU notice are for Manchester only and for the potential full 4 years of the framework. The annual value is PS5 million. Should other bodies use this framework we expect that the 4 year value will be PS30 million. Justification for Competition with Negotiation as per Regulation 26(4). The needs of the Contracting Authority cannot be met without adaptation of readily available solutions. It requires design and innovation solutions. Due to the infancy of the market, the technical specifications cannot be established with sufficient prevision by the contracting authority with reference to a standard, European Technical Assessment, common technical specification or technical reference. Additional information: The Council is using the e-business portal known as the Chest. Applicants will need to register their details at the following link www.the-chest.org.uk . Once registered, applicants will be emailed a log-in and password which will allow them to gain access to the documentation relating to this opportunity. Applicants will need to electronically submit their completed tender documents, including online questionnaire, via the on-line portal by 11am on 09/03/20. Any clarification queries must also be submitted via the Chest website by the date referred to in the tender documentation.
