Summary of the contracting process

The Department for Work and Pensions (DWP) has completed the procurement process for the "Restart Scheme," aimed at delivering education and training services across multiple regions in the United Kingdom, including the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East, South West, and Wales. The procurement process was conducted through a selective call-off from a framework agreement, with the tender period ending on 15 March 2021, and the resulting contracts began on 26 April 2021, extending until 29 June 2026. The total contract value amounts to £2,579,590,114 GBP. The scheme's objective is to provide enhanced support for Universal Credit and Jobseekers Allowance claimants who have been out of work for 12 to 18 months, helping them overcome employment barriers through tailored support provided in collaboration with employers, local government, and other partners.

This tender presents significant opportunities for both large organisations and SMEs (small and medium-sized enterprises), as well as VCSEs (voluntary, community, and social enterprises) that specialise in education and training services. Successful bidders, such as Serco Ltd, Jobs 22 Ltd, Reed in Partnership Ltd, Maximus UK Services Limited, G4S Facilities Management (UK) Limited, Ingeus UK Limited, Seetec Pluss Limited, and Fedcap Employment Limited, will collaborate to deliver bespoke support programmes targeting long-term unemployed individuals. This initiative not only fosters business growth by broadening service portfolios and potentially increasing market share but also contributes to social objectives by supporting job seekers in various regions, therefore enhancing community wellbeing and economic stability.
