Notice Description

The Council wishes to procure Enforcement Officers and related support services to undertake high profile foot patrols enforcing environmental crime against offences such as litter, dog fouling and fly tipping including evidence gathering for fly tipping offences within the Borough of Walsall. The primary focus of the initiative is to change behaviour towards environmental crime through education and enforcement including issuing fixed penalty notices (FPN) to offenders. The Council have set the FPN at PS80 for littering offences and PS50 for dog fouling although this may be reviewed from time to time. The initial expectation is that around 20 FPNs will be issued per week during period of the contract. The Council expect to receive 100% of the FPNs collected by the contractor. The Contractor must be able to carry out these patrols in all areas of the Borough as required and transport to these locations will be the responsibility of the Contractor. Contractors will be required to transfer information to the council or to the new provider at the end the contract to allow continuity and help identify repeated offenders and patterns of offences within the borough.
