Summary of the contracting process

NHS England procured software maintenance and repair services for its Risk Stratification Cohorting programme, including the development and operation of a Cohorting as a Service function. The service supports clinically assured identification of people at risk from Covid-19, deployment of approved therapeutic treatments, and cohorting for vaccination, screening and other NHS initiatives. It also provides infrastructure intended to support longer-term personalised healthcare and preventative medicine. The work is a service requirement delivered for the NHS across the United Kingdom, with delivery information also covering Europe, the Isle of Man, the Channel Islands, British Overseas Territories and the rest of the world. NHS England is the buying organisation.

The procurement has been awarded through a selective call-off from a framework agreement. The tender deadline was 29 September 2022 at 12:00. BJSS Limited received an award of £25,600,000 on 31 March 2023, for a contract running from 9 March 2023 to 8 March 2027. CGI IT UK Limited received an award of £32,000,000 on 31 March 2023, for a contract running from 9 March 2023 to 8 March 2028. The procurement is recorded as complete. Variations of £12,800,000 and £1,500,000 continued support and service transition under Regulation 72(1)(b), bringing the stated total contract value to £46,300,000. The services are classified under CPV 72267000.

This procurement indicates sustained NHS demand for large-scale digital health platforms, software maintenance and service transition. Relevant competitors would need to support clinically assured risk stratification and cohorting services, operate dependable technology infrastructure, and integrate delivery with NHS strategic programmes such as vaccination, screening and therapeutics. Experience of handling sensitive healthcare data, translating clinical requirements into safe digital tools, maintaining services in production and supporting public-sector governance would strengthen credibility. The requirement also favours suppliers with substantial delivery capacity: the awarded suppliers are both large organisations, and the work spans national NHS use with international delivery locations. Firms able to provide continuity, operational support and controlled transition between agreements are particularly well placed for comparable future requirements from NHS England.
