Social Value Consultation - Provision of an Approved Mental Health Professional Service (out of hours)
Notice Description
Derby City Council wishes to undertake a Social Value Consultation exercise with suitably qualified and experienced organisations and interested stakeholders in advance of a formal tendering process for an Approved Mental Health Practitioner Service (Out of Hours). Local Authorities are required to provide Approved Mental Health Practitioners to apply the Mental Health Act under section 13 of the 1983 Mental Health Act. Currently Derby City Careline delivers an emergency Social Care service for Derby City Council which includes an Approved Mental Health Practitioner Service from 1700-0900 hours Monday-Friday, and 24 hours per day at weekends and Bank Holidays. Mental Health Services in Derby City are provided in partnership with a number of other organisations in relation to the use of the Mental Health Act. Our key partner agencies in this regard are Derbyshire Healthcare NHS Foundation Trust, Derbyshire Police, and East Midlands Ambulance Service and Southern Derbyshire Clinical Commissioning Group The service will be expected to provide an Approved Mental Health Practitioner Service Outside of Office Hours to Derby City. To support this, we would like to gain information from the market regarding a number of issues related to the potential procurement exercise. This Social Value Consultation is not an invitation to tender. The Council, as contracting authority, is issuing this request for information only, in order to assess the reaction of the market and thus make any potential procurement process more focused and efficient. Derby City Council wishes to ensure that in procuring services, consideration is given to how what is proposed to be procured might improve the economic, social and environmental well-being of the area of Derby and how it can secure that improvement using the procurement process. In particular the focus is on improving and maximising the following objectives: * A thriving sustainable economy * Achieving their learning potential * Good health and well-being * Being safe and feeling safe * A strong community * An active cultural life A copy of the draft service specification is available to download below. Suggestions and comments are, therefore, welcomed on the draft service specification (attached to this notice) and how the above outcomes and social value could be maximised. Please email these to procurement@derby.gov.uk by 5.00pm Friday 16th March 2018. The information you supply will be treated in the strictest confidence. It will not be made available to future potential bidders for the new service in the event of a tendering process taking place. This is in line with Section 43 of the Freedom of Information Act i.e. a qualified exemption in relation to 'Commercial Interests'. Additional information: This Social Value Consultation is NOT an invitation to tender. The Council, as contracting authority, is issuing this request for information only, in order to assess the reaction of the market and thus make any potential procurement process more focused and efficient.
