Summary of the contracting process

Rotherham Metropolitan Borough Council procured accommodation with support for homeless households under the Rapid Support Accommodation Programme (RSAP). The service is for homeless single adults aged 18 and over who have identified support needs, with people under 25 considered for a young people’s pathway where appropriate. It must provide at least 15 accommodation units, with one or two bedrooms, in Yorkshire and the Humber. Support must be trauma-informed, helping residents identify the causes of homelessness, overcome barriers to moving on and follow an achievable support plan. The service must also help residents move to suitable accommodation through the council’s allocations process, private rented housing or other social housing. This is a housing-related support service, classified under health and social work services.

The procurement is complete and the contract was awarded on 10 August 2026 to South Yorkshire Housing Association Ltd. Rotherham Metropolitan Borough Council used a direct proposal from an existing provider, calling off through the Housing Related Support Flexible Purchasing System, specifically its Lot 2 arrangement. The awarded value is £90,112.50 including the stated currency of GBP. The awarded contract period runs from 1 April 2026 to 30 September 2027. The service delivery period was described as 1 April 2026 to 31 March 2027, with an option to extend for six months. The tender submission deadline was 31 March 2026 at 12:00. The procurement was identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

For a future requirement of this type, credible suppliers will need to operate or secure suitable supported accommodation and provide capacity for at least 15 one- or two-bedroom units. Relevant organisations are likely to include housing associations, homelessness charities and specialist housing-related support providers, particularly those able to work within a flexible purchasing system and its Lot 2 service specification. Delivery capability should cover trauma-informed support for adults experiencing homelessness, including assessment of support needs, identification of the causes of homelessness and practical plans to overcome barriers to move-on. Providers should also be able to support residents into alternative accommodation through local authority allocations, private rented housing or social housing pathways, with particular understanding of the needs of younger adults.
