Summary of the contracting process

South Yorkshire Mayoral Combined Authority appointed consultancy support for the Full Business Case for its Mass Transit Renewal Project. The work covers transport modelling and economic appraisal for the authority’s Transport Economics & Modelling team, using the forthcoming South Yorkshire Strategic Transport Model (SYSTM2) as the main analysis tool. The supplier may also update financial modelling of Mass Transit network revenue and operating costs through 2061/62. The work supports the Full Business Case only and does not include drafting its Strategic, Economic or Financial Dimensions. Services are to follow the Department for Transport’s Transport Analysis Guidance and HM Treasury’s Green Book. This is transport modelling, appraisal and related consultancy work delivered in South Yorkshire, Yorkshire and the Humber.

The procurement is complete and was awarded to City Science Corporation Ltd on 9 June 2026. The awarded value is £143,865 including the stated currency of GBP. The contract runs from 18 June 2026 to 18 December 2026. It was conducted as a selective further competition under the ESPO Consultancy Services 664_25 Framework, Lot 5, Highways, Traffic and Transport, using a framework call-off procedure. The tender submission deadline was 15 May 2026 at 12:00. The requirement was identified as services and was suitable for small and medium-sized enterprises and voluntary, community and social enterprises. The award is active, with the selected supplier responsible for the contracted modelling and appraisal support.

This award confirms demand from South Yorkshire Mayoral Combined Authority for specialist transport modelling and economic appraisal supporting major mass-transit investment decisions. Suppliers preparing for similar work should be able to develop and apply strategic transport models, undertake robust economic appraisal and produce evidence suitable for a Full Business Case. Familiarity with the South Yorkshire Strategic Transport Model, or the ability to work effectively with comparable regional models, would be relevant. Credibility also depends on applying Department for Transport Transport Analysis Guidance and HM Treasury’s Green Book, with capability to update long-term revenue and operating-cost forecasts where financial modelling is required. The route to market matters: relevant firms should monitor framework opportunities and demonstrate experience in highways, traffic and transport consultancy.
