Summary of the contracting process

The public procurement process is being led by the N E L Commissioning Support Unit, focusing on the provision of integrated Community Urgent Care Services for Barking and Dagenham, Redbridge, and Havering. This initiative is currently in the planning stage, with an early engagement event scheduled for 2nd April 2019, and a deadline for registration by 29th March 2019. The project is categorised under health services, and the indicative contract value is estimated to be between £10-14 million per annum.

This tender presents a significant opportunity for businesses specialising in healthcare services, particularly those with capabilities in urgent care provision. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) would be well-positioned to compete, especially those that can demonstrate their ability to deliver services from multiple healthcare locations and integrate with existing NHS structures. Engaging in this early market event will allow interested providers to contribute to shaping the service requirements and explore potential collaborations.

Notice Title

Provision of integrated Community Urgent Care Services for the areas of Barking and Dagenham, Redbridge and Havering. Early Engagement Event for Potential Providers.

Notice Description

Barking and Dagenham, Redbridge and Havering Clinical Commissioning Group (BHR CCGs) have stated their intention to commission a new model of urgent care services for the BHR area. This decision was reached after a formal public consultation. To help people access the right care, right place, first time and to simplify the urgent care pathway, local urgent care will have just two points of access and a consistent name for services: (1) Bookable services accessed through NHS 111 Clinical Assessment Service (NHS 111 CAS); (2) Urgent Treatment Centres (UTCs) Services will be delivered from 12 sites in total including 4 UTCs (two co-located hospital sites and two based in the community) - accessed to patients via both walk in or bookable via the NHS 111 CAS. A further 8 locations will support bookable appointments accessed via NHS 111 CAS. The NHS 111 Clinical Assessment Service has already been commissioned. Therefore, the focus of the forthcoming procurement will be to contract for the provision of urgent care services at the four UTC sites and the further 8 non-UTC bookable appointment sites. All 12 sites will need to be fully integrated with the NHS 111 CAS, whilst the 4 UTCs will need to additionally manage patients who present without an appointment. It is expected that all 12 sites will be fully operational under the new model of care by the end of June 2020. Based upon 2018/19 pricing, the current indicative contract value for all 12 sites is expected to be circa PS10-14m per annum. The CCGs are continuing to develop and test its draft model of care requirements The CCGs wishes to invite potentially interested providers of urgent care services to help test aspects of the new service requirements and potential commercial options. The CCGs intend to hold an Early Market Engagement between 14:30-17:00 hours, Tuesday 2nd April 2019. The event will be held at City Gates Church, 25 -29 Clements Road, Ilford, Essex, IG1 1BH. Please note all attendees must pre-register to access the building for the events. If you wish to participate, please submit a completed registration form by 12:00 hours Friday 29 March 2019 via the tender portal.
