Insights into Barriers to Access Drug and Alcohol Treatment Services
Notice Description
Kent County Council would like to work with an organisation to help better understand the needs of underserved populations in Kent to help improve access to drug and alcohol treatment services. This work will help to guide commissioning arrangements in response to the Professor Dame Carol Black Review, the government's 10-year Harm to Hope strategy and local needs assessments. The three particular groups the insight work is seeking to further understand are: 1) Females with a drug and alcohol support need not accessing drug and alcohol treatment, including those who have experienced trauma and abuse. Bidders are permitted to focus the insight work on a particular subgroup for example, but not limited to the below. Access to individuals and reasoning for the focus should be clearly evidenced within the bid. a. alcohol dependent females b. female opiate users c. females introduced to drug dependency through their partners and/or social networks d. highly vulnerable women at risk of sexual exploitation and violence (including experience of domestic abuse) with a drug and/or alcohol support need. 2) Individuals with a drug and alcohol support need from BAME communities not accessing drug and alcohol treatment. Bidders are permitted to focus insight work on a particular ethnicity where access to individuals and reasoning for the focus can be clearly evidenced. 3) Rough sleepers with a drug and alcohol support need not accessing drug and alcohol treatment, including complex dependant cases and their long-term needs post housing. Insight work should clearly identify how the service offer may need to differ between men and women.
