Notice Description

Open to the public since 1929, Meadow Park in Borehamwood is popular for sport and has a range of facilities including an children's play area, tennis courts, multi-sports courts, interactive play, teen shelter, football pitches, open grassland and a wildflower meadow. The park also hosts local events including Families Day, Halloween Funday and the Annual Fireworks Display. Recent developments on the Elstree Way corridor as well as current schemes at 12 Elstree Way, Isopad House and Hertswood School will significantly increase the population of Borehamwood without providing additional open space or play provision. There is already a deficit in provision of open space and play in Borehamwood and the Cowley Hill ward - Meadow Park is an important park serving this ward and all of the new developments. There are a number of current issues which have been identified and the whole project will look to address these;- o Apart from events, Meadow Park is generally used as a cut-through rather than a destination. o Usage of sports facilities o Play area (for children up to the age of 8) is out of date o Location of changing rooms for pitches o Perimeter pathway and neighbouring fence line o Anti-social issues at annual fun fair o Lack of joint working with football club o Lack of engagement with community o Need for greater car parking requirements The tender is for the play area improvement element of a larger park scheme which may also include the following potential improvements (subject to separate work packages and procurement processes as appropriate);- o Wildlife or Community garden to be created between play area and neighbouring properties o Fitness station and trail with surface markings (probably artificial grass) offering different levels of difficulty as you progress o Creation of a tree lined greenway across the park. Surface to be glow in the dark to aid usability and security at night-time. Route will link changing facilities and access from parking to all park facilities (including football pitches) to Edulf Road (and beyond to other parks and developments) o Hard standing link from Meadow Road to the greenway incorporating an events pad o Resurfacing of Tennis Courts (hard or artificial grass) o Reinstatement of sports courts or possibly alternative provision in 2019 following temporary use of existing ball courts as additional car parking facility o Installation of an additional multi-sports court (included as an additional option in this tender) o Installation of bmx pump track (included as an additional option in this tender) o Landscape improvements, improvement to wildflowers on site, tree planting, improvement to entrances and boundaries o Creation of a park caf? o Achieving a Green Flag Award by 2019 The project has a fixed budget of ?280,000 and the council is looking to maximise this budget Additional information: Is a Recurrent Procurement Type? : No
