Summary of the contracting process

Leicester City Council is conducting soft market testing to commission an Attention Deficit Hyperactive Disorder (ADHD) pre and post-diagnosis support service for adults aged 18 and above on behalf of the Leicester, Leicestershire, and Rutland Integrated Care Board. This planning stage initiative focuses on health and social work services and is located in the East Midlands, UK. The engagement end date for the current process is 18th June 2025, and it is not a formal call for competition but rather a networking event to understand market capacities and gather information. The Leicester City Council aims to finalise market engagement by mid-June 2025, with tenders expected in August 2025, for contracts potentially beginning in early September 2025.

This tender process represents a significant opportunity for businesses specialising in health and social care services, particularly those offering support for ADHD. SMEs and Voluntary and Community Sector Enterprises (VCSEs) are especially encouraged to participate due to the suitability criteria outlined by the council. The soft market testing phase allows businesses to showcase their capabilities and expertise by engaging with the council through a structured networking event, thereby positioning themselves strategically for the tender expected later in the year. This engagement phase enables businesses to align with upcoming service models and potentially secure a role in shaping future ADHD support service frameworks in the East Midlands.

Notice Title

SOFT MARKET TESTING - ASC0321 Attention Deficit Hyperactive Disorder (ADHD) Support Services

Notice Description

**THIS IS NOT A CALL FOR COMPETITION** Leicester City Council (the Authority) on behalf of the Leicester, Leicestershire, and Rutland ICB wishes to commission an Attention Deficit Hyperactive Disorder (ADHD) pre and post diagnosis support offer for adults aged 18+ (the 'Service'). The Service will offer support to adults aged 18+ with either a suspected or confirmed diagnosis of attention deficit hyperactivity disorder (ADHD). The primary function of this Service will be to offer a comprehensive programme of support, which includes a robust offer of Information, Advice and Guidance (IAG) to those who either self refer or are signposted to the Service. It is anticipated, dependent upon an engagement exercise, that tenders for this service would be sought in April 2025, to enable a new contract to begin as soon as practicable. Please note, however, that the exact date of when tenders would be sought is subject to change. The Authority is undertaking this preliminary market engagement as part of the commissioning process through conducting a soft market testing (SMT) exercise. This gives potential providers and other stakeholders the opportunity to express their interests and feed in their views. The Commissioners will use the information to appraise options and develop the Service model. To participate in this Soft Market Testing, for organisations that may be interested, either individually or as part of a consortium, please complete the Soft Market Testing questionnaire. The SMT Questionnaire must be completed and submitted by no later than 14:00hrs on Friday 11th April 2025. The SMT Questionnaire can be accessed through the following link: https://procontract.due-north.com/Advert?advertId=f9a1edd0-3c0a-f011-8136-005056b64545 This advert is regarding undertaking a Soft Market Test and therefore is not a call for competition. This process does not constitute a formal Tender or other competitive bidding process and will not result in the letting of a Contract. The Commissioners are using this process solely to test the market to gather information. There are therefore no formal criteria which Commissioners will use to judge your responses, and it is not our intention to provide any feedback. Please be aware that we are subject to the disclosure requirements of the Freedom of Information Act (FOIA) and that potentially any information we hold is liable to disclosure under that Act. For this reason, we would strongly advise that any information you consider to be confidential is labelled as such. The Authority may also decide to include certain information in the publication scheme which the Authority maintains under the Act. Under the Freedom of Information Act 2000 ("FOIA"), members of the public or any interested party may make a request for information to the Authority. The Authority will consider the disclosure of any information, contained in the SMT questionnaire, subject to the exemptions under the FOIA.
