Summary of the contracting process

The procurement process involves Leeds City Council, which is seeking suppliers for the "Supply of Telecare Equipment." This initiative falls under the goods category, specifically for medical equipment, and has been designated as an open procedure under the Open Contracting Data Standard. The tender period concluded on 3rd February 2016, and the contract is intended to span from 1st June 2016 to 31st May 2017. This framework agreement is anticipated to provide community benefits, enhancing the independence and well-being of residents in need of such support. The original value of the procurement is £400,000, with the opportunity to extend the framework for an additional three years at the Council's discretion.

This tender presents a significant opportunity for businesses specialising in telecare equipment and related services, particularly for voluntary and community sector enterprises (VCSE). Companies that offer innovative medical products or technology that supports independent living would be well-positioned to compete. This is especially relevant for small and medium-sized enterprises (SMEs) looking to engage with public sector frameworks that support community-level care. The collaborative nature of this contract between Leeds City Council and Middlesbrough Council also opens avenues for shared best practices and wider market access.

This is to provide as much flexibility as possible by providing the opportunity for the Council to update the product specifications, provide new suppliers access to the framework and existing suppliers the chance to upgrade their products. Due to the flooding experienced by many organisations including Assisted Living Leeds, the deadline for tender submissions has been extended to 12 noon Wednesday 3rd February 2016, however, tenderers should be aware that the evaluation process may also take longer than usual due to the additional emergency workload that has been placed upon members of the evaluation panel. Once stage one of the evaluation process (the desktop assessment) has been concluded, thereafter the request for samples will confirm revised dates and delivery address as appose to those indicated in the Tender Instructions document. These delays may affect the intended framework start date, as originally detailed in the tender documentation, if it becomes a necessity a new framework start date will be communicated as soon as possible prior to the award of the framework.
