Notice Description

The Isle of Wight Council intends to seek tenders for the provision of an integrated, community substance misuse recovery services on the Isle of Wight for adults and young people. This will provide an opportunity to maximise use of resources with the view to improved outcomes for all Isle of Wight residents The service will be recovery-oriented, outcomes-focused, evidence based and tailored to meet the needs of individuals and communities to empower people to lead drug / alcohol free lives where possible. The service will need to be proactive and responsive to new trends in substance misuse (illegal, legal or other) throughout the life of the contract. The Integrated Service will consist of: * An adult substance misuse treatment service responsive to identified local needs (to include alcohol, opiate, non-opiates and other drugs such as psychoactive substances, prescription and over the counter drugs as well as image and performance enhancing drugs) which will provide both medical and psychosocial interventions. * A young people's substance misuse service (for people up to the age of 25 years) * A pharmacy drug treatment service Key areas for transformation within this service specification are: * Enabling greater numbers of people with an alcohol problem to easily access services and successfully complete treatment * Adopting a whole family approach where there is parental substance misuse * Offering a holistic children and young people's substance misuse service up to the age of 25 years with clear and seamless transitional arrangements. * Exploring innovative solutions to successfully work with complex clients in an integrated way with Mental Health Services to promote recovery, particularly those who have been in treatment a long time and those hard to reach * Offering a flexible model of delivery for the substance misuse service, increasing the use of outreach services and digital technologies to engage service users before, during and after treatment. This will include maximising opportunities to co-locate with other organisations in order to improve access to a wide range of services and support.
