Notice Description

The London Borough of Enfield (the contracting authority) is the northern most London borough with a population of some 330,000 of whom approximately 40,000 smoke. As part of its ongoing work to improve the health of the population the contracting authority is inviting offers to appoint a Stop Smoking Service (SSS) provider for its first-generation contract. The provider will be expected to provide a borough-wide service which will include targeting high smoking prevalence communities including by ethnicity and those with Serious Mental Illnesses (SMI). The service will be expected to comply with existing good practice as outlined by such as the National Institute for Clinical Excellence (NICE) and the National Centre for Smoking Cessation and Training. The duration of the Contract will be just over 4 years (Yr1 January 2025 - 31st March 2026) with the option to extend annually up to a further 12 months, however this is subject to further funding availability, contractor performance and at the full discretion of the Authority, and subject to a lawful termination in accordance with the provisions of the Terms and Conditions of the Contract. The available budget for this work will be approximately PS315k per annum until 31st March 2029. This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. Additional information: This is a Provider Selection Regime (PSR) Contract Notice. This procurement process is being undertaken using the electronic tendering system, 'London Tenders Portal' (url: https://www.londontenders.org/). The procurement is being run as a one stage Competitive Process under the Health Care Services (Provider Selection Regime) Regulations 2023. Suppliers will need to register an interest on the London Tenders Portal and submit a tender submission no later than 12:00 Noon, 30 September 2024 to participate and registration is free. Tender submissions cannot be uploaded after the return deadline. The contracting authority reserves the right at any time to vary the timescales in this notice, cease the procurement process and not award the Contract or to award only part of the opportunity described in this notice. If the contracting authority takes up any of these rights, then it will not be responsible for, or pay the expenses or losses, which may be incurred by any candidate or tenderer as a result. Economic operators are solely responsible for their costs and expenses incurred in connection with the preparation of their tender submissions and all stages throughout the procurement. Under no circumstances will the contracting authority be liable for costs or expense borne by the economic operators. The procurement process that will apply to the services is specified in the procurement documents accordingly.
