Notice Description

Health Education England (HEE - the Commissioner) are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award. Please note the contracting authority intends to direct award the contract to Economics by Design. The case for direct award can be found on the tender portal. HEE is looking to direct award to Economics by Design for the support with the development of a ROI Tool for the EST Model, to include: The development of a user-friendly ROI Tool that could be used by NHS Trusts seeking to make a local business case for investment in EST training and development. The Tool would build on the value proposition, and logic model developed for the EST Model and would be pre-populated with standard metrics and values which, based on user input, could be used to demonstrate the potential value add of the new staffing models. The use of the tool to undertake an economic evaluation of two case studies from the EST Pilot Programme for inclusion in its Interim Report in November 2021.The two case studies should each reflect different pathways to show how the value can be generated from different use cases. Health Education England (HEE) believe that the Economics by Design (EbD) is the only supplier capable of delivering the specific requirements to develop a Return-on-Investment Tool (ROI) and Economic Evaluation for the Extended Surgical Teams (EST) pilot. EbD is the only supplier with the requisite expertise and experience in healthcare economics to assist HEE in delivering this work, with an understanding of the criteria and previous involvement in the Improving Surgical Training (IST) and EST workstreams.
