F13401 Supported Living RFI
Notice Description
Hampshire Commissioners are in the process of developing a strategic market position statement to share with the market in 2021, to include the anticipated need for supported housing for people with complex learning disability needs, incorporating those with a co morbidity of mental health and autism. This will indicate the types of housing required, for whom, when and where. However to meet current known requirements we are seeking feedback on specific proposals in advance of any formal tender. You have been invited to participate in a simple request for information to help the Commissioner assess market interest in either one or both of the requirements. This is not the beginning of a Tender exercise, nor is it a firm commitment to Tender for these requirements. Your feedback at this point will not have a bearing on any future Tender submissions you may wish to offer at a later date. You will not be disadvantaged if you choose not to respond to this RFI but it will be helpful to understand your views at this stage, so you are encouraged to respond. Requirement One: care and support only - three lots The Commissioner is considering undertaking a formal open procedure tender to secure contracts of a minimum 3 year duration with one or more providers, to deliver supported living and care in the Hampshire area to up to 16 people with learning disabilities currently living in the community in their own self-contained accommodation as tenants and who have complex needs. The current indicative timeline is: February 2021 Publish Tender April 2021 Receipt of Bid Submissions June 2021 Award Letter(s) Sent July 2021 Mobilisation October 2021 New Contract Service Commence Requirement Two: housing solutions, care, support -two lots The Commissioner is considering undertaking a formal open procedure tender to secure contracts of a minimum 3-year duration with one or more providers, with capability for care and housing solutions for two cohorts of people. People have been assessed as in need of supported living accommodation with 24-hour care and support. We are seeking feedback on how this could be provided and what would be a feasible timescale to deliver this. Interested parties are invited to participate in a simple request for information to help the Commissioner assess market interest in either one or both of the requirements. This is not the beginning of a Tender exercise, nor is it a firm commitment to Tender for these requirements. Completed responses are requested to be returned via portal message by Midday on Thursday 21 December 2020. Additional information: To take part in this RFI process and gain access to all opportunities that are published by Hampshire CCGs, providers should register (for free) on the SoEPS Commissioning eTender portal - https://in-tendhost.co.uk/soepscommissioning If you are already registered, login as usual and go to step 6 below, otherwise: 1. Click the "Register" link on the left-hand side of the page. 2. Enter your correct business and user details. 3. Note the email address chosen and Click "Register My Company" when complete. 4. You will receive an email with your unique password (keep this secure) 5. Login to the portal with the username/password; you will be prompted to change your password on first login. 6. Hover your mouse over the "Tenders" button on the main toolbar and choose 'Current' 7. Scroll through the opportunities and select 'F13401_RFI'. 8. Scroll down and click 'View Details' button. 9. Scroll down and select 'Express an Interest' button (this is purely to open up the next stage to access documents). 10. Select tab 'F13401_RFI' and scroll down to select 'View'
