Procurement of a Contractor to Develop a Website for St Helena Government

Notice Description

The Island of St Helena is an internally self-governing Overseas Territory of the United Kingdom located in the South Atlantis approximately 4,000 miles from the UK. The Government comprises a Governor (who is appointed by the Crown) an Executive Council, which has the general control and direction of Government, and a Legislative Council. The Governor retains responsibility for internal security, external affairs, defence, the public service, finance and shipping. The Island's population is around 4,400 (2021 Census) and it has a typical small island economy with a high import dependency, a narrow economic base, a large public sector and significant outward labour migration. St Helena receives UK Government financial assistance to support recurrent and capital expenditure as part of their obligation to ensure that the reasonable needs of the population are met. The Island is currently served by a weekly flight from Johannesburg, and a 6 -weekly supply ship from Walvis Bay, Namibia. The Government of St Helena (SHG) would like to invite organisations to submit a Tender for a Website Developer to deliver the design, development and launch of a new SHG core government website The website will replace the current SHG website and will be the central point of reference for information, news and updates, policies and legislation, and access to public services. It will essentially be the face of government and the first point of interaction with the public. The main target audience base for the website is everyone who uses St Helena's public services or engages with government institutions. This ranges from those who use or rely on SHG services, to visitors, the media and investors.
