Summary of the contracting process

UK Shared Business Services Limited, acting for UK Research and Innovation (Innovate UK), procured DevSecOps software tools. The requirement covers Okta, GitHub and SonarCloud, within the broader category of software packages and information systems. The work is associated with the buyer’s operation in Swindon, England. It is a goods procurement for supplying software products rather than consultancy, software development or managed security services. Suppliers operating in identity and access management, source-code and collaboration platforms, software quality analysis, and secure software delivery may find the requirement relevant. The procurement was handled by UK Shared Business Services Limited, with delivery linked to the Swindon area. The stated opportunity was considered suitable for small and medium-sized enterprises, while not being reserved for voluntary, community or social enterprises.

This procurement is complete and was awarded to CDW Limited on 9 December 2024. The award value was £124,624.92, including the published contract value in GBP. The contract period was 10 December 2024 to 9 December 2025. It was a selective further competition and framework call-off under CCS Technology Products and Associated Services 2, Lot 3, with a tender submission deadline of 14 November 2024 at 11:00 UTC. The contract included an option to extend by one additional year, with an estimated overall value of £91,705.89 excluding VAT if used. Recorded variations increased the value by £4,910.71 on 12 March 2025, £73,673.77 on 17 October 2025, and £842.00 on 25 August 2026; the second variation extended the stated end date to 30 December 2026.

For suppliers that did not win, this award demonstrates established public-sector demand for a combined DevSecOps tooling requirement involving Okta, GitHub and SonarCloud. A credible competitor would need to supply and support enterprise software products across identity and access management, developer collaboration or source-code management, and automated code-quality or security analysis. Experience bringing several specialist platforms together into a coherent secure software-delivery environment would be relevant, as would the capacity to manage licensing, renewals, implementation support and continuing customer requirements. The route to market was a further competition under a central government technology-products framework, so suppliers seeking comparable work would need access to the relevant framework route or a suitable partner arrangement. The procurement was identified as suitable for SMEs, indicating that smaller specialist technology suppliers may be able to compete where they can demonstrate sufficient product coverage and delivery capacity.
