Notice Description

This notice is placed as an Early Engagement Notice and relates to a pre-procurement provider engagement process. NHS Medway Clinical Commissioning Group seeks feedback from the market for Primary Medical Services. A future provider will be needed to provide the full range of primary medical services currently at the below practices from 01 April 2019: - DMC Balmoral: Gillingham HLC and Twydall, list size: 6775 - Boots Pentagon: Chatham, list size: 8193 - St Marys Island : Chatham, list size: 3606 - Sunlight Centre: Gillingham, list size: 7208 Currently this is delivered on 5 sites as Balmoral have a branch site in Twydall serving a population of around 1200 included in their list size. The CCG is seeking to contract with a single provider serving approximately 25,000 patients with room to grow their practice list which will enable that practice to be able to commission services at scale. In addition it is proposed that the new provider will have a practice boundary of the whole of Medway, thus affording patients from anywhere in Medway to be able to access excellent quality of service provision reducing health inequalities across Medway. Medway CCG is looking for a patient-centred approach to care delivery that is user friendly and culturally sensitive and encompasses national and local public health targets. We are also looking for providers who can demonstrate a willingness to deliver a number of key design principles e.g. improving access and promoting prevention and self-care, as part of core service delivery and using digital channels to provide health care online consultations. Initially the contract period being considered is 5 years. South Central and West Commissioning Support Unit (SCW), on behalf of NHS Medway CCG are seeking feedback through the attached market sounding questionnaire. Provider views are important so please complete and return the questionnaire by emailing scwcsu.procurement@nhs.net for the attention of John Gibbs (SCW) no later than the 9th July 2018. Additionally potential providers are invited to attend a market engagement event, hosted by Medway CCG with an option of a 1:1 meeting with the commissioners on the 17th July 2018. Additional information: The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77). Any future tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run any tender process in a transparent manner, treating all bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
